Operations Manager - Job Order Contracting

Our client is a growing construction services provider with a strong reputation for delivering Job Order Contracting, renovation, and capital improvement projects for public and institutional clients. With an established presence across Texas and a robust backlog of repeat business, the company is entering its next phase of growth and is seeking an operational leader who can help scale the Dallas operation while maintaining a high standard of project delivery and client service. The Operations Manager - Job Order Contracting will report directly to senior leadership and be responsible for the day-to-day operational performance of the Dallas office. This individual will serve as the operational leader, allowing executive leadership to focus on business growth and strategic initiatives.

  • Lead and oversee all operational activities for the Dallas-area Job Order Contracting business.
  • Manage, mentor, and develop a team of Project Managers and construction professionals.
  • Ensure projects are delivered safely, on schedule, within budget, and to client expectations.
  • Take direct ownership of Job Order Contracting projects when needed, providing hands-on leadership and support.
  • Drive operational consistency, process improvement, and performance across multiple projects and contract vehicles.
  • Build and maintain strong client relationships with public and institutional customers.
  • Leverage existing industry relationships to support business growth and create opportunities for future work.

For the Operations Manager - Job Order Contracting we are seeking:

  • Proven experience leading operations, project management, or construction management teams within a general contracting environment.
  • Strong understanding of Job Order Contracting (JOC), IDIQ, on-call, or similar recurring delivery models.
  • Experience overseeing multiple concurrent projects and managing project teams.
  • Demonstrated leadership skills with the ability to mentor and develop Project Managers.
  • Established network of industry relationships that can contribute to long-term business growth.
  • Strong financial, scheduling, and operational management capabilities.
  • Excellent communication and client-facing skills.
  • Background in K-12, municipal, higher education, healthcare, or public-sector construction projects is highly desirable.
  • Base salary = $130k - $150k
  • Truck allowance = $800/month
