The South Carolina Department of Public Health is seeking an experienced Business Analyst - Project Lead. This role involves serving as the primary liaison between program areas and IT development teams. You will gather, analyze, and document business requirements, converting them into actionable specifications for technical solutions. This position requires strong analytical skills, attention to detail, and excellent communication abilities.
Key Responsibilities
- Elicit and document business requirements through interviews, workshops, and analysis.
- Convert business requirements into technical specifications for developers.
- Create process flows, data mappings, and functional documentation.
- Analyze business processes and recommend improvements or automation opportunities.
- Collaborate with development teams to ensure requirements align with enterprise architecture.
- Support user acceptance testing by developing test cases and validating results.
- Communicate status, issues, and risks to project leadership and stakeholders.
- Ensure solutions align with DPH policies and security requirements.
- Assist in developing documentation, training materials, and guidance for end users.
Requirements
- 3 years of experience in State Government Public Health Departments.
- 6 years of experience with building test cases and scenarios into test systems.
- 6 years of experience with D365 Dynamics, Azure Power Platform tools (Power Apps, Power Automate, Power BI, Dataverse).
- 6 years of experience with O365 products and Applications (Word, Excel, PowerPoint, Outlook, Teams, SharePoint).
- 6 years of experience with ticketing systems.
- Bachelor's or Master's Degree in a relevant field or equivalent work experience.
Preferences
- Experience with security and data classification related to CDC, HIPAA, and CJIS.
- Proficiency with Microsoft Visio.
- Understanding of IaaS/PaaS models, tenant governance, and Azure/GCC High environments.
