Through coordination with the Health Resources and Services Administration (HRSA), Bureau of Workforce Development, the Indiana Primary Health Care Association (IPHCA), the Indiana Rural Health Association (IRHA), and IDOH internal partners, the PCO manager will collect, manage, and maintain data and work flows necessary to achieve health professional shortage area (HPSA), Medically Underserved Area (MUA), and Medically Underserved Population (MUP) designations as benefits Indiana residents and the health related entities that serve them. The position includes meeting HRSA grant requirements and goals; establishing HPSA, MUA/P designation processes, creating and overseeing the State Rational Service Area (SRSA) plan for HPSA designations, facilitating the Conrad 30 J-1 Visa waiver process, and the National Health Service Corps site approvals/recipients process, in addition to supporting the Indiana State Loan Repayment Program (SLRP).

Contractor Job Title: Primary Care Office Manager Chronic Disease, Primary Care, and Rural Health Indiana Department of Health Purpose of Position/Summary: The Primary Care Office Manager designs and undertakes the Primary Care projects and operations to achieve the HHS and IDOH goals. Through coordination with the Health Resources and Services Administration (HRSA), Bureau of Workforce Development, the Indiana Primary Health Care Association (IPHCA), the Indiana Rural Health Association (IRHA), and IDOH internal partners, the PCO manager will collect, manage, and maintain data and work flows necessary to achieve health professional shortage area (HPSA), Medically Underserved Area (MUA), and Medically Underserved Population (MUP) designations as benefits Indiana residents and the health related entities that serve them. Essential Duties/Responsibilities:

Establishes program goals, priorities and methodology: Preparation of the Cooperative Agreement for State Primary Care Offices Grant renewal application.
"
Broad knowledge of an entire program area: This position acts as the Primary Care Office (PCO) for federal programs.
"
Ability to maintain effective working relationships with federal and state agencies: Management/coordination/implementation of HPSA/MUA designations and renewals. Collaborates with volunteers from throughout the state who assist in preparing necessary information for designations.

Management/coordination of the National Health Service Corps (NHSC) site applications.
"
Provision of technical assistance for the development of primary care systems through the expansion of Federally Qualified Health Centers, rural health clinics.
"
Assist in developing state-wide primary health care access plans.
"
Attend primary health care and other primary care related conferences.
"
Provide support to the Indiana State Loan Repayment Program (SLRP) and contribute to the scoring rubric, application review process, and recruitment efforts.
"
Provide J-1 visa program and the State Student Loan Repayment Program with GIS and HPSA designation information needed.
"
Oversees physician J-1 visa waiver program. Job Requirements and Qualifications:

Experience or familiarity with conducting needs assessments.

Difficulty of Work: The position will require independent, complex decision making, problem solving and policy development and will affect a broad group of state primary care partners. It requires broad knowledge of disparate disciplines as well as specialized knowledge of federal requirements, data analysis, and evaluation. All work is done with the goal of furthering the mission of IDOH, particularly data driven decision making. Problems and projects often require consideration of multiple policy, programmatic and financial alternative solutions and analysis of impact upon other policies and programs. Relevant Information:

Out-of-state travel for conferences and meetings is required 1-2 times a year.
"
This is a hybrid position that will require the candidate to report to IDOH in downtown Indianapolis 3 days per week, with the option of working remotely 2 days per week.
