The Department of Ecology is hiring an HWTR Administrative Assistant (Administrative Assistant 3)(Internal Only) within the Hazardous Waste and Toxics Reduction Program (HWTR).

Location:

  • Southwest Region Office in Lacey, WA.
  • Upon hire, you must live within a commutable distance from the duty station.

Schedule:

  • This position is eligible for telework and flexible schedule options.

  • Three to four days per week of on-site attendance is required

  • Schedules are dependent upon position needs and are subject to change.

Duties

This Administrative Assistant 3 position provides a crucial opportunity to support Ecology's Hazardous Waste & Toxics Reduction (HWTR) Program operations in both the Southwest Regional Office (SWRO) and Headquarters (HQ). In this role, you will serve as the primary administrative support professional for the HWTR SWRO Section Manager and regional staff, delivering high-volume, detail-oriented administrative coordination that ensures smooth daily operations and efficient workflow management across two HWTR units. You will independently manage purchasing operations, personnel logistics, timekeeping functions, document preparation, and complex scheduling responsibilities-each essential to supporting the program's regulatory, compliance, and customer service activities.

You will also lead administrative workflow planning for the section, organize all onboarding and hiring logistics, and maintain accurate fiscal, personnel, and records-management systems that directly support the agency's mission. As the first point of contact for HWTR SWRO and HWTR HQ customer interactions, you will represent the program with professionalism and clarity, helping staff, partners, and the public navigate procedures, resolve issues, and access program resources. Your work ensures staff have the tools, information, and administrative support needed to accomplish critical environmental protection activities across Washington.

What you will do:

  • Serve as the primary administrative assistant to the HWTR SWRO Section Manager, independently managing calendar scheduling, coordinating meetings, arranging travel, supporting logistics, and ensuring timely follow-through on section priorities.
  • Provide comprehensive administrative support to two HWTR HQ units and approximately 30 professional staff, including preparing correspondence, formatting technical reports, processing personnel paperwork, and managing confidential information.
  • Coordinate and administer purchasing operations for HWTR SWRO and HWTR HQ sections, including creating requisitions, monitoring expenditures, maintaining purchasing records, ensuring competitive procurement, receiving goods, and resolving vendor issues.
  • Track and manage multiple budget areas (contracts, memberships, equipment, printing, lab sampling, and other goods/services) and collaborate with budget analysts to ensure proper coding, expenditure tracking, and compliance with purchasing guidelines.
  • Lead administrative components of the hiring process by organizing interviews, scheduling candidates, preparing panel materials, assembling personnel packets, and overseeing onboarding logistics for new staff.
  • Maintain organized administrative and technical filing systems, oversee electronic and paper record retention, and ensure compliance with agency policies to support accurate documentation and public records response readiness.
  • Provide independent customer service for HWTR SWRO and HWTR HQ sections by responding to inquiries, interpreting program procedures, resolving routine issues, and directing customers to appropriate resources or technical specialists.
  • Process and distribute incoming and outgoing mail for HWTR at both SWRO and HQ, ensuring accurate routing and timely delivery.
  • Coordinate section-wide administrative processes including training requests, travel reimbursements, timekeeping functions as the eTime Champion, personnel action forms, and meeting logistics.
  • Act as a liaison between the Section Manager, supervisors, regional administrative teams, HQ staff, and external partners to facilitate communication, relay assignments, and track time-sensitive projects and executive correspondence.
  • Support workshops, trainings, PMT meetings, events, and program activities by managing logistics, preparing materials, securing equipment, and coordinating communication.

Required Qualifications:

Four (4) years of experience and/or education related to the duties of this position, which includes the following:

Administrative Workflow Management:

Skill in independently organizing multiple high-volume tasks simultaneously, prioritizing deadlines, coordinating calendars, preparing complex correspondence, maintaining structured files, and managing time-sensitive assignments.

Purchasing Administration:

Experience processing procurement requests, tracking expenditures, maintaining purchasing records, monitoring budget activity, and interpreting agency purchasing rules to support compliant purchasing operations.

Professional Document Preparation:

Ability to prepare accurate professional documents such as reports, letters, enforcement materials, personnel files, while applying formatting standards, proofreading conventions, and document control practices.

Personnel Logistics:

Skill in preparing interview materials, coordinating candidate scheduling, processing HR-related forms, supporting onboarding logistics, and ensuring complete and timely administrative documentation for personnel actions.

Customer Service:

Experience providing responsive customer support, interpreting administrative procedures, routing inquiries, resolving routine issues, and representing program operations through clear verbal communication with staff and public.

Technology and Systems Proficiency:

Ability to use office software applications such as Word, Excel, Outlook, SharePoint, Teams, plus capacity to learn and operate agency systems such as eTime, PTS, EPIC, Service Center, or similar administrative platforms.

Education: Involving a major study in business administration, public administration or closely allied field.

Examples of how to qualify:

  • 4 years of experience.
  • 3 years of experience AND 30-59 semester or 45-89 quarter college credits.
  • 2 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate's degree).

Special Requirements:

  • Must possess and maintain a valid drivers license.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
