Position Information

Advancing People and Policy to Power Public Service

The Department of Planning & Permitting (DPP) is seeking to fill a vacant Human Resources Specialist V position in their Administrative Services Office in Honolulu. Under the general supervision of the Administrative Services Officer, this position is responsible for administering and overseeing the Departments personnel management program, including recruitment and examination, labor relations, classification and pay, staffing and reorganization, and personnel transactions, payroll, and employee benefits.

What You Will Do

  • Administer and oversee the recruitment & examination, labor relations, classification & pay, and staffing/reorganization programs for the Department.

  • Provide guidance and oversight on matters of:

  • recruitment, certification, selection, employment suitability, promotions, demotions, and transfers.

  • employee-employer relations, grievance administration, contract interpretation, and disciplinary matters affecting bargaining unit and excluded employees.

  • initial allocation, reallocation of positions, and pricing/repricing of positions.

  • staffing activities, organizational structures, and recommending and overseeing reorganization proposals.

  • Assure compliance with and provide administrative interpretation of civil service, equal employment opportunity, and other laws, collective bargaining agreements, and rules and regulations.

  • Oversee personnel transactions, payroll, employee benefits, and coordinate workers' compensation matters.

  • May represent the Department in the union consultation process.

Minimum Qualification Requirements

EDUCATION REQUIREMENT:

Equivalent to graduation from an accredited four-year college or university with a bachelors degree.

Substitution: Work experience may be substituted for a bachelors degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelors degree.

For example:

  1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelors degree.

  2. Four (4) years of general work experience (does not need to be professional level experience) in human resources/personnel management may substitute for a general bachelors degree.

EXPERIENCE REQUIREMENT:

Four years of progressively responsible professional human resources management work experience.

Substitution: A Masters degree in Human Resources Management, Business Administration, or Public Administration from an accredited college or university may be substituted for up to one year of professional human resources management work experience.

NON-QUALIFYING EXPERIENCE:

Most work experience in a supervisory or managerial position includes responsibility for human resources functions. However, if the primary responsibility of the position is not concerned with professional human resources management work, such experience is not considered qualifying.

Clerical or technical experience in a personnel program involving work that is limited to the application of personnel rules, regulations, and procedures in support of the personnel functions described above is also not considered qualifying toward the required professional human resources management and labor relations work.

Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

LICENSE REQUIREMENT:

Possession of an appropriate valid drivers license, as required.
