Duties Description The Human Resources Specialist 1, Grade 18, will work in the Human Resources Management (HRM) Section of the Office of Administration (OA), and will perform duties that include but are not limited to:

Non-Competitive (NY HELPS):
For appointment to a Human Resources Specialist Trainee 1, you must have four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
For appointment to a Human Resources Specialist Trainee 2, you must have five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
For appointment to a Human Resources Specialist 1, Grade 18, you must have six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
Substitutions: An associate degree may substitute for two years of specialized experience; a bachelors degree may substitute for four years of specialized experience; a masters degree may substitute for five years of specialized experience; and a doctorate may substitute for six years of specialized experience.

Additional Comments:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
