The purpose of this position is to provide staff assistance, guidance, and direction concerning ANG personnel, administration, training, recruiting, retention, incentive, and budgetary matters to the Administrative Officer, the Adjutant General, the Assistant Adjutant General (Air), state ANG staff and state ANG units, and to provide supervisory guidance to assigned State ANG Headquarters personnel.

As a HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-12, you will provide state level coordination of all military personnel programs, including but not limited to: enlistment, appointment, performance evaluation reports,promotions, officer and enlisted selective retention, discharges, separations,recruiting, retention, incentives, and training. Coordinate a statewide incentive program, and serves as the focal point for all matters pertaining to the program. Responsible for the management of the State ANG Retention Program for enlisted and officer personnel. Serves as principal assistant to the Administrative Officer and in his/her absence ensures continuity of operations. Manage the state Officer Effectiveness Report Program. Manage the federal and state ANG Military Awards Program. Assist in the investigation of and may represent the department on Congressional and other high level inquiries. Monitor the ANG Schools Program and perform follow-on training for Professional Military Education (PME) and all technical schools not associated with inactive duty training. Conducts research on difficult individual personnel and administrative problems; provides technical and specialized data, background material, and references; and recommends solutions and courses of action to be followed. Responsible for supervisory personnel management functions. Listen to employee grievances and deals with union representatives as necessary; take necessary informal disciplinary actions and, when warranted,proposes formal actions. Provide guidance and coordination of ANG Family Program matters within the state. Provide direct oversight to the Family Program and the Family Program Coordinator contract. Performs other duties as assigned.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.

  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

GENERAL EXPERIENCE: Must have experience in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services.
