    Description

    The Human Resources Manager is responsible for supporting and executing the organization’s human resources strategy for our onsite location in Sacramento, California. This role partners closely with business leaders and employees to provide HR guidance and operational support across employee relations, compliance, talent acquisition, performance management, compensation, benefits, and HR programs.

    The HR Manager serves as a key point of contact for managers and employees, helping to ensure consistent application of HR policies and practices while maintaining compliance with applicable employment laws. This role balances strategic partnership with hands-on execution and plays an important role in fostering a positive employee experience and supporting organizational effectiveness.

    Essential Duties and Responsibilities

    Employee Relations & Compliance

    • Serve as a trusted HR partner to managers and employees by providing guidance on employee relations matters, policy interpretation, performance concerns, attendance issues, investigations, corrective action, and terminations.
    • Support conflict resolution and employee issue management in a fair, consistent, and compliant manner.
    • Conduct or support workplace investigations and prepare documentation and recommendations as needed.
    • Partner with leaders to address employee concerns and support a positive and productive work environment.
    • Ensure compliance with all applicable federal, state and local employment legislation, including but not limited to:
      • California employment standards
      • Human rights and workplace harassment requirements
      • Occupational health and safety obligations
      • Pay and applicable leave requirements
      • Privacy and employee records obligations
    • Partner with legal counsel and leadership on complex employee relations issues and risk mitigation strategies.
    • Maintain HR policies, procedures, and practices to ensure compliance and operational effectiveness.
    • Maintain employee records and HR documentation in accordance with legal and company requirements.
    • Support internal audits, compliance reviews, and reporting requirements as needed.

    Talent Acquisition & Workforce Planning

    • Partner with business leaders to identify staffing needs and support workforce planning efforts.
    • Participate in recruiting strategies and activities for hourly roles, as applicable.
    • Ensure onboarding practices support employee integration, engagement, and retention.

    Performance Management & Talent Development

    • Coach managers on performance management best practices including coaching, corrective action, and employee development strategies.
    • Identify training needs and support the implementation of employee and manager training initiatives.
    • Promote employee engagement, accountability, and development through consistent HR partnership and support.

    HR Operations

    • Ensure accurate HR records, reporting, and data integrity within HR systems.
    • Monitor HR metrics and reporting related to turnover, hiring, absenteeism, employee relations, and other key workforce indicators.
    • Partner cross-functionally with Payroll, Benefits, Finance, Operations, and Legal to ensure alignment and effective support of the business.

    Qualifications

    • Bachelor’s degree in Human Resources, Business Administration, Industrial Relations, or related field preferred.
    • 5+ years of progressive Human Resources experience, including significant experience in employee relations, compliance, and HR leadership.
    • Prior experience supporting employees and operations in California required.
    • Strong knowledge of California employment standards and California HR practices.
    • Experience advising leaders and managing complex employee relations matters.
    • Demonstrated experience leading HR initiatives in a fast-paced, multi-site, or operational environment preferred.
    • Experience with HRIS systems, reporting, and HR process improvement strongly preferred.

    Knowledge, Skills and Abilities

    • Ability to influence and partner effectively with leaders at all levels of the organization.
    • Excellent judgment, discretion, and problem-solving skills in handling sensitive employee matters.
    • Strong communication skills, including the ability to navigate difficult conversations with professionalism and empathy.
    • Proven ability to balance strategic thinking with hands-on execution.
    • Strong organizational skills with the ability to manage multiple priorities and deadlines.
    • Analytical mindset with the ability to interpret workforce data and translate insights into action.
    • High level of integrity and ability to maintain confidentiality.

    Language Requirements

    • Bilingual in English and Spanish preferred
    • Ability to communicate effectively with employees, managers, and external stakeholders

    Working Conditions

    • Flexibility of work schedule as needs arise during nights or weekends.
    • Must be able to work in a fast-paced environment and manage urgent employee and business matters with professionalism and responsiveness.
