Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree.

Substitution of Experience for Education: Qualifying full-time professional or paraprofessional human resources experience may be substituted for the required education on a year-for-year basis to a maximum of four years.

The mission of the Department of Health focuses on protecting, promoting, and improving the health and well-being of all individuals. It accomplishes this through disease prevention, community health services, emergency preparedness, and the regulation of health care professionals.

Within the Department of Health, the Division of Licensure and Regulation is responsible for ensuring quality of care in hospitals, nursing homes, ambulatory surgical treatment centers, and other kinds of health care facilities in Tennessee. The Office licenses and/or certifies 21 types of health care facilities, including laboratories.

Position Summary:

The HR Generalist 1 plays a vital role in supporting Tennessee state government's most valuable asset: its people. Working under the direction of the HR Director, this position supports the Department of Health's Division of Licensure and Regulation, delivering human resources services that combine hands-on transactional expertise with a genuine commitment to service, accuracy, and compliance.

This working-level role carries real responsibility from day one: preparing, processing, and maintaining a wide range of HR transactions and analyses that keep the division running smoothly. As part of the HR Generalist series, the position offers meaningful scope to build broad-based HR expertise, with a clear path toward the advanced, senior-level responsibilities of the HR Generalist 2 role as your experience grows.

Responsibilities

In this dynamic and varied role, the HR Generalist 1 will:

• Be a trusted resource. Guide employees and managers through HR rules, policies, and procedures. Helping people understand their options and stay in compliance, every day.
• Support recruitment and staffing. Help post open positions, screen applications, coordinate interview logistics, and communicate with candidates throughout the hiring process. Ensuring a smooth, professional experience from first contact to offer.
• Keep the essentials running smoothly. Process and audit core HR transactions. Hiring, promotions, transfers, separations, retirement. Plus more specialized work like security access changes and confidential personnel actions. You'll also maintain accurate employee data across HR systems, spreadsheets, and tracking logs.
• Lead onboarding and benefits education. Run orientation and benefits sessions. Walking new hires through retirement, insurance, flex benefits, 401(k), leave policies, and more.
• Support employee relations. Assist with investigations, background checks, interview development, and leave situations like FMLA and workers' compensation. Helping ensure fair, consistent outcomes.
• Determine benefit eligibility. Navigate FMLA, workers' comp, and insurance qualifying events, resolving issues by applying state and federal guidelines with precision.
• Contribute to employee engagement. Support engagement initiatives such as recognition programs, employee surveys, and internal communications. Helping foster a positive, connected workplace culture.
• Turn data into insight. Prepare and analyze reports on attendance, benefits, EEO, staffing, and safety. Giving leadership the information they need to make good decisions.
• Keep things organized. Maintain accurate, well-organized employee files and documentation your team can rely on.

TN Driver Standards
