Position Information/Definition
The City of Turlock is accepting application for the Housing Program Manager position. Under general direction manages and administers complex and technical, financial, statistical, analytical work of housing programs; provides budget preparation, forecasting, funding and program direction; oversees loan and property related activities, audits and federal, state and local regulations related to housing programs.
This position is designated as Management for Labor Relations purposes and is considered exempt under the Fair Labor Standards Act (FLSA).
DISTINGUISHING CHARACTERISTICS
This is a mid-management classification responsible for the supervision of discrete sub-departmental organizational component(s) and programs/functions as determined by the Department Director, City Manager and City Council. The incumbent serves as a member of the City policy advisory team with responsibilities for developing means for implementing policies and procedures developed by the executive team. Exercises policy development and promulgation responsibilities for specific program/functional areas. Demonstrates technical competence while working as a team member and exercises independent judgment in a number of confidential and sensitive assignments. Duties and responsibilities are performed in accordance with municipal codes, ordinances, City policy, Federal Department of Housing and Urban Development (HUD), State of California, Housing and Community Development Department (HCD) and related regulating entities.

General direction is provided by the Deputy City Manager. The incumbent provides general supervision to subordinate level supervisors and/or technical staff in the housing program area.

Experience:
Four years of increasingly responsible professional experience with a public agency in public administration, community preservation, housing program services or a related field and supervision, or any experience that would have provided the opportunity to develop the required skills, knowledge and abilities.
Training:
Equivalent to a Bachelor's degree from an accredited college or university with significant course work in the areas of Business Administration, Finance, Accounting, Public Administration, Real Estate, Economics or related fields.
Licenses:
Possession of a valid California Driver's License in the category necessary to perform essential duties of the position may be required at the time of appointment. Maintenance of a valid California Driver's license and proof of automobile liability insurance is a condition of continued employment.
Possession of a Real Estate license is desirable.
Physical Conditions:
Vision adequate to operate vehicles and office equipment, read instructions and follow directions; hearing adequate to converse on telephone and in person; body mobility adequate to drive and perform required office duties including reaching and bending for files and related office items; use of hands and fingers adequate for operating vehicles, writing, typing, computer, copier, and fax machine and related functions; ability to lift office files, binders and small office equipment, as needed.

Applications will be reviewed for possession of the minimum qualifications. In the event that a large number of applicants possess the minimum qualifications, applicants who appear to be the most qualified based on their breadth and recency of experience will be invited to compete in the testing process.
Candidates invited to compete in the testing process may be required to take a written examination, which will be based on a pass/fail basis. If a written examination is conducted and a large number of candidates receive a passing score, the City reserves the right to invite a percentage of the top scoring candidates to compete in the next phase of the testing process, the oral examination. The oral exam date is tentatively scheduled for the week of October 5, 2026.
Candidates who are invited to participate in the oral examination and receive a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list will be based solely on the results from the oral exam.
Completion of a practical exercise may be conducted in order to further evaluate skills relating to essential job functions.
Top candidates on the eligibility list will be referred to the Finance Director for final appointment consideration.
Final appointment will be contingent upon passing the following: reference review, medical examination which includes a drug/alcohol screening, hearing exam and vision exam.
VETERANS PREFERENCE SYSTEM
The City of Turlock has adopted a veterans preference system (effective January 1, 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict, up to a maximum of five (5) points, and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict, regardless of length of service. To receive preference points, applicants must provide supporting documentation and proof of honorable discharge. In no event shall an applicant receive more than a five (5) point adjustment. A copy of your DD214 must be attached for this request to be considered.

MEDICAL EXAMINATION AND DRUG SCREENING

BENEFITS
Holidays: Eleven (11) paid holidays and two (2) floating holidays.

Annual Management Leave: Eighty (80) hours.
In-lieu Time Off (December): Employee shall receive 40 hours.
Sick Leave: Accrual of one day (eight (8) hours) for each month worked.
Retirement: Qualified candidates who are currently a CalPERS member or have been a CalPERS member within the last six (6) months or are subject to reciprocity with another eligible retirement plan, may be a "classic member" and may be enrolled in the Citys 2.7% @ 55 plan. Employee pays employee contribution rate of 9% on a pre-tax basis. CalPERS "final compensation" may be based on the highest twelve (12) continuous months of qualifying employment. Non-classic or "new members" will be enrolled in the 2% @ 62 plan and CalPERS "final compensation" will be based on the highest thirty-six (36) continuous months of qualifying employment.
Deferred Compensation: The City will match employees contribution up to two and half percent (2.5%) of the employees base salary for each pay period in which employee contributes eight percent(6%)to the program.
Retiree Health Savings (RHS) Vantage Care: The City contributes three percent (3%) of the employees base payroll into the employees individual RHS Vantage Care account.
Health: The City offers a generous health, prescription, vision, and dental insurance plans for employees and dependents.
Professional Development: Employees are eligible to receive six hundred dollars ($600) in professional development funds.
Doctorate Degree Pay: 2.5% of base salary.
Masters Degree Incentive Pay: 2.5% of base salary.
Bilingual Pay: 2.5% of base salary.
Continuous Service Pay:
Beginning with the tenth (10th) year and every year thereafter, 1.5% of base salary.
Beginning with the fifteenth (15th) year and every year thereafter, 1.5% of base salary.
Beginning with the twentieth (20th) year and every year thereafter, 1.5% of base salary.
Term Life Insurance: At one and one half percent (1.5%) times annual salary, plus $5,000.
Computer Loan Program: The City agrees to offer regular employees the opportunity for a no-interest loan up to $2,500 for the purchase of a personal computer.
City Cellphone Stipend.
The City of Turlock does not participate in Social Security, although employees hired after April 1, 1986 participate in Medicare.

Effective January 1, 2013, all new employees, as defined by AB 340, will participate in the Public Employees Retirement System (PERS) 2%@ 62 defined benefit formula for non-safety members. New employees shall have an initial contribution rate of at least fifty percent (50%) of the total normal cost rate for the defined benefit plan or the current contribution rate of similarly situated employees, which is currently a 9% PERS contribution, whichever is greater.
