The Department of Health and Welfare is hiring a Health Program Manager for our Public Health division. This position will design, implement, and evaluate public health emergency response framework to protect communities across Idaho from health threats. They will oversee federal grant activities related to the preparedness cycle; organize incident management team, and coordinate public health division response with planning, training, and exercises, and supervise staff. This position is located in Boise.

This position is not eligible for telework.

EXAMPLE OF DUTIES:

• Planning: Assess local health hazards, update emergency operation plans, and align strategies with state or federal standards.
• Training and Exercise Coordination: Organize exercises (including drills, tabletop, functional, and full-scale exercises) for public health staff and external partners.
• Response Coordination: Serve as a subject matter expert during active public health crises, managing resource allocation and communication. Ensure readiness and response by the Incident Management Team.
• Recovery & Evaluation: Conduct after-action reviews following incidents or exercises to refine future program goals and close capability gaps. Ensure compliance with regulatory frameworks.
• Reporting: Provide reports and information for federal grant reporting and coordination with subgrantee organizations.

MINIMUM/SPECIALTY MINIMUM QUALIFICATIONS:

You must possess any of the minimum/specialty minimum qualifications below to pass the exam for this position. MINIMUM QUALIFICATIONS:

• Considerable knowledge of health program needs assessment and program development, implementation, and evaluation.Typically requires completion of a Bachelor's degree, or higher, in health or a health science field such as public health, health education, nursing, environmental health, public health administration, or a related field, plus four years of related experience OR a Master's degree in a related field and two years of related experience OR at least eight years of full-time working experience directly in this field.

• Experience developing and implementing or managing public health programs. Typically requires at least two years of experience developing and implementing public health program(s)ORone year of experience managing a public health program including developing a work plan of goals, objectives and activities, developing a program evaluation process and a program budget.

• Experience coordinating health services or public health programs with various agencies and organizations. Typically requires a minimum of one year of experience coordinating health services or public health programs with various agencies and organizations.

• Experience providing health program consultation to organizations and programs. Typically requires a minimum of one year of experience providing health program consultation to organizations and programs.

• Experience evaluating health related educational materials. Typically requires a minimum of one year of experience evaluating health related educational materials.

• Experience writing grant proposals. Typically requires a minimum of one year of experience writing grant proposals.

SPECIALTY MINIMUM QUALIFICATIONS:

• Bachelor's degree, or higher, in health or a health science field such as public health, health education, nursing, environmental health, public health administration or a related field plus four years of related experience OR a Master's degree and two years related experience OR Experience or a combination of coursework and experience that represents the knowledge level above.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

• Good knowledge of public health preparedness capabilities; public health preparedness cycle; supervisory practices. Typically gained by at least one-year experience working in preparedness field. Candidates may also qualify through completing upper-division college-level emergency management coursework along with experience in preparedness-related field.
• Some knowledge of training methods; rural health issues and health care service funding; cultural competency, coalition building, and community involvement. Typically gained by at least one year experience in related field; including practice in the planning, development, and implementation of a program with community partners.
• Experience using computer database management and other applications software for statistical analysis; supervising staff; developing, implementing and evaluating public health preparedness cycle. Typically gained by at least one year of related work experience and one year of experience supervising professional staff.
