JOB TITLE : Field Supervisor/ Project Manager DEPART MENT: Water Distribution JOB CLA SS: 5361 DIVISION : Public Works REVISION DATE: 2/16/2026 Acceptance Department -Head ____ Job Summary: Plans, organizes, directs, and supervises the maintenance employees of the City of Monroe Water Distribution System. Under general supervision, the duties require the use of independent judgement in the planning, directing, supervising the operations and maintenance of the system. Responsible for coordinating and overseeing various water projects. Managing project budgets, schedules, regulatory compliance, and ensure safe water delivery. Key roles involve risk management and ensuring safety standards. Proj ect Manager is vital for bridging technical engineering with Water Distribution field operations to ensure sustainable, safe, and efficient water delivery to customers.

Duties and Responsibilities:

  • Coordinates with contractors, suppliers, and residents to minimize disruptions and maintain project momentum.
  • Plans, coordinates, and supervise the daily operations of subordinate employees of the City of Monroe Water Distribution System. Plans and supervises the installation, repair and maintenance of the water mains, service lines, hydrants, valves, and water meters.
  • Responds to and coordinates the departmental response to emergencies involving the water distribution sys tem.
  • Plans and develop water system upgrades and repairs.
  • Implement directives, policies, and procedures of Water Distribution Projects.
  • As necessary, attend Division staff meetings to report on work activities.
  • Supervises the maintenance and operation of all equipment.
  • Complies data for reports on water leaks and repairs.
  • Interprets and puts into practice department policies and develop and implement operational procedures.
  • Maintains time and work records of subordinate employees.
  • Submit for processing vouchers and purchase orders for departmental purchasing.
  • Maintains inventory of supplies and equipment.
  • Ensures system operations and field work meet state health standards.

Full Performance knowledge, Skills, and Abilities:

  • Thorough knowledge of the methods and procedures used in water distribution and maintenance
  • Thorough Knowledge of the methods , materials , equipment, and principles used in operating a water distribution system.
  • Proficiency with reading and comprehending GIS. Hydraulic software and maps to evaluate system performance. Ability to read and interpret plans, diagrams and maps is essential to the distribution system.
  • Considerable knowledge of the statutory regulations governing the operation of a water distribution syste m
  • Ability to plan, assigned supervise work of subordinate employees.
  • Ability to establish and maintain effective relationships with subordinate employees.
  • Ability to express oneself effectively, both orally and in writing.
  • Ability io read, write speak the English language at a high school graduate level.
  • Able to perform routine mathematical computations accurately.
  • Accurately complete work orders in a timely manner.

  • Practice safe driving and observe safe workplace practice.

Education and Experience:

  • Must have a high school diploma or GED from an accredited institution.
  • Must have completed sone accredited college course hours.
  • Must possess and maintain a valid state issued Drivers License.
  • Must have knowledge of equipment, facilities, materials, methods, and procedures within the city,
  • You must have and maintain Class III or Class IV Water Distribution Certifications
  • 8 + years experience in the Water Distribution Construction and Maintenance System.
