Summary of Job Duties

Functions as Project Manager - for projects being funded by Restricted Funds, Tax Levies, and/or Grants, that require special regulatory and contract provisions assigned to the Department of County Facilities.

Managing Construction of Capital Improvement CIP and Capital Maintenance CMP Projects

  • Directs and manages the design team, including architects, engineers, and/or construction managers
  • Schedules projects
  • Prepares resolutions and advertisements
  • Provides daily contract administration and on-site observation of contractors to verify work complies with contract
  • Assists with development of bid packages
  • Reviews and approves negotiates and makes recommendations regarding professional consultants
  • Serves as chairperson of committee for the selection of consultants
  • Travels to and attends all project meetings
  • Represents department at Commissioners meetings
  • Serves as owners representative with contractors, architects, and engineers
  • Monitors and controls expenditures
  • Approves and processes invoices for consultants and pay requests for trade contractors
  • Oversees the general operation of approved projects
  • Protects owners interest
  • Assists and advises other departments with respect to approved project inquiries and issues
  • Resolves differences and formulates corrective action
  • Ensures work is completed in accordance with approved plans and specifications
  • Provides direction and ensures work complies with established County and State policies and procedures
  • Prepares and submits contracts for Board approval
  • Assists Assistant Director in preparation of CIP budget
  • May coordinate new and remodel construction-related projects
  • Plans coordinates and executes at multiple administrative levels project documentation and record review
  • Confers with Senior Project Manager, Assistant Director, Elected and Appointed Officials, Department Heads, Chief Deputies, and others regarding projects and space needs
  • Analyzes projects to include reports, Gantt chart, financial forecasting, and CIP budgeting
  • Works in partnership with other management team members in scheduling and supervising CIP projects

Responsibilities

  • Maintains budget for assigned projects
  • Prepares monthly reports, including reviews payment request for compliance with contracts
  • Evaluates and recommends changes
  • Reports job status, prevailing wage, records, etc.
  • Reviews professional and trade contracts with legal counsel
  • Reviews existing facilities to ensure mechanical system operations meet requirements and specifications
  • Meets with department heads to define user needs
  • Identifies building and facility maintenance needs
  • Coordinates the replacement of existing mechanical and electrical equipment
  • Develops preventative maintenance schedules
  • Meets throughout project design phases with mechanical consultants to review HVAC, electrical, plumbing, and other related systems
  • Provides advice regarding the development of mechanical systems to ensure specified mechanical system design meets county requirements
  • Serves as owners representative, reviews contractors submissions, ensures installations conform to specifications
  • Reviews and researches contract documents as to applicability and ability to implement restorations and/or building modifications within current physical and operations necessities
  • Facilitates in-depth and detailed administration of assigned project
  • Approves, accepts, or declines work based on contract documents
  • Directs and manages Project Team
  • Chairs and facilitates Pre-Bid Award and Job Progress Meetings
  • Plans projects with in-house Building Trades and outside contractors
  • Schedules work, prioritizes project work, provides direction, and ensures work complies with established County and State policies and procedures
  • Prepares and submits contracts for Board approval
  • Oversees and inspects construction and repair work in progress to ensure quality of workmanship, compliance with codes, and adherence to working drawings
  • Ensures cost-effective, efficient, responsive, and quality work delivering optimum customer service

Requirements

  • Bachelors degree in Management, Business Administration, or related field
  • 2 years of experience
  • The above may be substituted by equivalent combinations of education and experience, indicating a thorough knowledge of management practices, facilities management, mechanical engineering practices, construction management, and a demonstrable ability to apply management principles to practical work situations
  • Valid drivers license issued by the state of residency
  • Demonstrable physical fitness and ability to obtain access to required work sites

Preferred Qualifications

  • Certified Project Manager (CPM)
  • Building Operations Certification
  • LEED AP Certification
  • Member of or eligible for Prof. Assoc. Cert., e.g., Proj Mngmt Institute

Position Specific Qualifications

  • Meet maximum weight requirements for ladders, personal fall protection equipment, and aerial lifts
  • Maximum lbs. include man and tools
  • Type 1A Extra Heavy Duty Industrial Ladder" - maximum capacity of 300 lbs.
  • Type 1AA Special Duty Industrial Ladder" - maximum capacity of 375 lbs.
  • Most personnel fall arrest equipment, full-body harness & lanyards, is labeled with a capacity limit of 310 lbs.
  • Single Man Lifts - 300-350 lbs.
