Position Description

This position, Engineer 3 - Project Manager, leads Choose How You Move (CHYM) project management within the Nashville Department of Transportation and Multimodal Infrastructure (NDOT) primarily focusing on sidewalk, signal, and complete street projects. The Engineer 3 will assist with program oversight of CHYM and lead the NDOT CHYM project management team with responsibilities to include staff management, contract management, scoping, plan review and approval, and growing in-house project management capabilities. The position will follow Vision Zero best practices to provide safe streets for all modes of transportation, monitoring program and project budgets, and facilitating critical decision making to meet approved scopes, budgets, and schedules. The Engineer 3 will also be responsible for planning, organizing, and overseeing a broad variety of project management functions. The candidate may deliver projects through leading staff Transportation Project Managers or directly manage projects themselves. This position is expected to function largely independently of direct supervision in all complexities and facets of their assigned work. Performs related duties as required.

CHYM, approved by 66% of voters in 2024, is Mayor O'Connell's transportation improvement program and the largest capital program in geographic scope and scale to be undertaken in Nashville's history. Implementation of the $3.1 billion in CHYM capital projects requires extensive collaboration among multiple Metro departments, project managers, and vendors; coordination of $111 million worth of annual operating expenditures; and robust engagement with neighbors. CHYM will transform how people move around the city for decades to follow.

CHYM includes installation of smart signals at nearly 600 intersections. It adds 24/7/365 transit service and builds 54 miles of high-capacity transit with more frequent, reliable, and accessible service. It builds 86 miles of sidewalks to ensure Nashville completes the WalkNBike Nashville priority sidewalk network and connects our busiest neighborhoods to major transit routes. The program makes safety improvements on 78 miles of the Vision Zero High-Injury Network, creating safer streets for pedestrians, bicyclists, drivers, and transit users alike.

Typical Duties

  • Develops standards, criteria, policies, and overall long-range plans for project management directly related to infrastructure development and delivery
  • Manages the project management of major projects as they progress from planning through design, right-of-way management, and utility coordination into construction completion and hand-off to NDOT capital inventory and asset management
  • Evaluates efficiency and cost effectiveness of infrastructure projects
  • Prepares, assists, and advises in preparation and review of CHYM budgets
  • Supervises or provides technical assistance with in-house contract administration services from scope development, initial approval, right-of-way acquisitions, and advertisements through final inspection and project closeout
  • Interprets and enforces local, state, and federal regulations affecting CHYM projects and initiatives
  • Collects an interprets project and program data in the preparation of various reports, charts, graphs, and presentation materials
  • Reviews and assists with grant applications
  • Represents department at various meetings concerning CHYM
  • Provides advice and problem-solving expertise on especially difficult technical planning and engineering problems in area of specialty.
  • Coordinates the activities of consultants in development and implementation of CHYM delivery projects
  • Presents information on projects to internal and external stakeholders and serves as the subject matter expert
  • Confers with consultants and contractors on project progress
  • Manages projects through a capital management system from initiation to completion
  • Performs supervisory duties related to the selection, training, work assignment and evaluation of employees within the work unit, which may include other engineers, planners, transportation project managers, inspectors, and administrative staff
  • Develops and updates policies and metrics of project management and project delivery methods for both CHYM and NDOT capital infrastructure needs

Minimum Qualifications

Bachelors Degree or higher in Engineering from an accredited college or university and eight (8) years of progressively responsible post degree engineering experience, including four (4) years as a licensed Professional Engineer and two (2) years of lead or supervisory experience.

NOTE: A Professional Engineering License from any state is required to apply for this position however, a Tennessee Professional Engineering License must be obtained prior to completion of the six-month probationary period.

Failure to obtain the Tennessee Professional Engineering License will terminate employment.

Preferred Experience, Knowledge, Skills, and Abilities

  • PMP Certification Preferred
  • Experience working with TDOT Specifications and Guidelines
  • Experience working with NDOT's manuals, specifications and guidelines for building projects
  • Current TDOT Local Programs Training for; Consultant Engineering Inspection (CEI) and/or "Local Government Manual and Right-of-Way" certification
  • Knowledge of construction contract administration/management
