Description

Title: Eng Supp Spec 2 Engineering Operations Specialist
Location: Vancouver, WA (Onsite)
Duration: 12-month Contract (with possible extensions up to 5 years)
Pay Range: $32.07 $35.04 per hour

Supports the planning, coordination, tracking, and delivery of government furnished materials for construction projects, ensuring required materials are ordered, available, accurately inventoried, and delivered in accordance with project schedules and contract requirements. Coordinates with project teams, construction contractors, warehouse, receiving, shipping, and contracting personnel to resolve material issues, monitor costs, support material returns, and maintain accurate records and reporting.

Position Responsibilities
  • Review Bills of Materials, Government Furnished Materials availability, and Material Request Order Status Reports to validate that required materials, particularly long lead items, are ordered and will be available by the construction Notice to Proceed.
  • Provide construction contractors with detailed lists of required project materials and quantities, and provide external stakeholders with established technical specifications and procedures related to material requirements.
  • Run established material availability reports to identify potential shortages or delays, notify the project team and construction contractor of material issues, and maintain communication with the Project Manager and project team through resolution.
  • Assist with expediting materials, locating missing or incomplete shipments, and resolving material availability issues in coordination with appropriate project, contracting, and management personnel.
  • Monitor Material Request need dates and coordinate with warehouse personnel to arrange material pickup, shipment, staging, and release of project materials to construction contractors in accordance with contract requirements and established agreements.
  • Coordinate with Receiving, Shipping, Contract Specialists, and other stakeholders to validate that material inventories are accurately prepared, loaded, transported, and delivered to the appropriate location in accordance with project schedules.
  • Create inventory worksheets and support physical inventory activities to verify material quantities and maintain accurate inventory records.
  • Create Material Requests as needed based on identified project requirements and quantities, following established procedures and requests from construction management or construction contractors.
  • Process material returns in accordance with established procedures, coordinate with the appropriate recovery personnel for future utilization or disposal, and provide Material Return Receipts documenting associated work orders and Material Requests.
  • Monitor, track, and report material usage and calculate costs associated with materials wasted, lost, or damaged by construction contractors, including providing cost details and recommendations regarding potential contractor chargebacks.

  • Maintain and distribute project material documentation, files, emails, and official records in accordance with applicable compliance, information security, and records management requirements, ensuring records are accurate, properly maintained for audit purposes, and shared only with appropriately authorized personnel.

Position Requirements
Education & Corresponding Experience
  • High school diploma or equivalent is required
  • Bachelor's degree in business administration, supply and logistics management, construction management or engineering or a closely-related technical field is preferred.
  • 5 years of engineering operations experience, supporting construction logistics and engineering operations or a related field is required.
  • The technical experience must be consistent with the specific requirements of engineering operations and progressively more technical in nature.
  • Must possess broad knowledge of engineering operations policies and procedures involving material and equipment inventory and control.
  • Knowledge of and experience with processes, automated records and control systems for acquisitions, accountability , control and disposal of facilities, equipment, materials, supplies, and other resources.
Required Technical Skills & Experience
  • Experience with Oracle based Enterprise Resource Planning software.
  • Experience with Excel Visual Basic for Applications (VBA).
  • Working knowledge of SharePoint, sufficient to enter and retrieve data.
Preferred Skills & Experience
  • Extremely detailed oriented and capable of working independently in support of multiple complex projects.
  • Able to identify problems and articulate them to leadership in a manner that is easily understandable and timely.
  • Possess oral communication skills that allow for the conveyance of technical advice and information to clients and coworkers who have varying degrees of understanding of the subject matter.
  • Comfortable working from a given set of rules, guides or processes.
  • Excellent customer service and communication skills. Display calm and customer-oriented attitude in fast-paced and sometimes stressful conditions.
  • Possess a high level of organizational abilities, multi-tasking skills and be detail-oriented.
  • Able to manage support to assigned projects, and given a set of guides, able to formulate and provide advice to clients to achieve desired outcomes.
