Job Description and Duties

The consultant will lead and coordinate statewide implementation activities associated with the TK Multilingual Learner Screening Program, including stakeholder engagement, professional learning, technical assistance, monitoring, data collection, reporting, and continuous program improvement. The consultant will:

  • Coordinate statewide implementation of the TK Multilingual Learner Screening Program.
  • Coordinate advisory committees, stakeholder groups, psychometric experts, contractors, and implementation partners.
  • Develop implementation guidance, resources, communications, and web-based materials for LEAs.
  • Develop and deliver statewide professional learning, webinars, presentations, and training materials.
  • Provide ongoing technical assistance and support to LEAs implementing approved screening instruments.
  • Facilitate voluntary field-testing activities and analyze implementation findings to inform statewide rollout.
  • Collect, analyze, and report statewide implementation and multilingual learner identification data.
  • Monitor program implementation and support LEA compliance with statutory screening requirements.
  • Prepare legislative reports, briefing materials, issue analyses, and recommendations for department leadership.
  • Coordinate efforts across CDE divisions, state agencies, county offices of education, and external educational partners to ensure coherent statewide implementation.
  • Facilitate statewide meetings, workgroups, conferences, and stakeholder engagements related to multilingual learner identification and support.

Travel will be required based on program needs.

Personal Leave Program 2025

Effective July 1, 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary range(s) shown on this job posting does not reflect the salary reduction.

TELEWORK OPTION

HYBRID

This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. Currently, the hybrid telework schedule includes working remotely and working a minimum of two days per week in the office.

STATEMENT OF QUALIFICATIONS

The SOQ should have a title of "Statement of Qualifications, Your Name," be no more than 2 pages, no smaller than 12-point Arial font, and address the following:

  1. Describe your knowledge of and experience supporting the implementation of the California English Learner Roadmap Policy and multilingual education programs. In your response, provide specific examples of initiatives, projects, or programs you have led, coordinated, or supported, and explain the outcomes and impact on English learner and multilingual student populations.

  2. Describe how your education, training, and professional experience have prepared you to perform the duties of this position. Include examples of your work supporting multilingual learners and collaborating with individuals from diverse backgrounds, perspectives, and organizations to achieve shared goals and improve student outcomes.

  3. Describe a significant project, initiative, or strategic effort in which you collaborated with internal and external partners to develop, implement, and monitor large-scale plans, goals, or programs. Include your specific role, the stakeholders involved, challenges encountered, and the results achieved.
