Job Title: Document Controller
Type of Engagement: 12-month contract
Work Location: Onsite position in Houston, TX

Job Overview:

This position provides professional services in a staff capacity to support the Engineering Division in the development of the Division’s short/long-term objectives.  This position develops complex technical reports, databases, cost control plans, and other comprehensive programs.  The incumbent supports the engineering staff in gathering, consolidating, interpreting, and evaluating engineering data.  This position provides work direction to assigned professional and clerical staff.

Essential Job Responsibilities:
 
  • Provides work direction to clerical support personnel.
  • Provides financial expertise in the development, preparation, and analysis of capital and expense budgets, accountability reports, five-year business plan, annual Operating Plan, and other major reports as required for the department or administrative area.
  • Analyses department operating cost and performance reports, and conducts special studies to establish cost performance objectives;  maintains supporting documentation of SAO requests for assistance and relates the cost impact to the department budget;  identifies opportunities to reduce costs by improving the utilization of resources.
  • Conducts studies: statistical and technical (e. g. Tech Alert Management and Intelligence), utilizing software such as the Electrical Transient Analyzer Program (ETAP), and Titan Reliability Analysis, to identify inefficiencies.
  • Composes technical reports and presentations for review and approval;
  • Develops and maintains databases (ex. ETAP users, ASC Engineering contracts, and others) for the purpose of auditing invoices and interpreting contract provisions.
  • Researches and compiles engineering information from various Company Divisions for use by engineers as background for technical studies and other purposes.
  • Performs other technical duties as assigned.
 

Required Skills & Experience:
 
  • Bachelor's degree in Accounting, Finance, Business Administration, Economics, or other related field.
  • Four (4) years accounting, budget preparation, cost control and project technical analysis or other closely related activities.
  • Must be able to communicate and comprehend accurately, clearly and concisely in English at a level required to perform the job as outlined.  Must possess a strong work ethic, and be able to adhere to company work hours, policies, and standard business etiquette.
  • Should have the ability to perform a wide variety of statistical, financial, technical, problem analysis and have a working knowledge of economics, accounting, engineering and technology while working under time constraints.  Must possess good work habits, a strong work ethic, and be able to adhere to company work hours, policies, and standard business etiquette.

A reasonable estimate of the pay range for this role is $40.00 - $55.00 per hour. The disclosed pay range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled.  The compensation decisions are dependent on the facts and circumstances of each case, such as skills and experience levels.
