As the Director, Human Resources (HR) Operations and Shared Services you will serve as a senior executive providing enterprise-wide leadership for integrated IRS Servicewide human capital programs, including employee relations, HR shared services, compensation, payroll administration, benefits and retirement administration, and HR technology systems. The Director HR Operations and Shared Services performs the following duties and responsibilities:
Provides executive leadership, oversight, and direction for Servicewide human resources operations, including employee relations, shared services platforms, payroll, benefits, performance management and retirement programs.
Exercises executive authority for a large, geographically dispersed organization responsible for delivering comprehensive HR services to all IRS employees, ensuring alignment with IRS strategic priorities, Treasury policies, and statutory requirements.
Establishes long-range strategic goals, policies, and performance measures to ensure efficient, and customer-focused HR services across the IRS. Advises senior IRS leadership on workforce strategy, policy development, and operational priorities affecting the entire IRS workforce.
Drives modernization of HR service delivery through data-driven decision-making, digital innovation, and customer-centric design to support a high-performing workforce and improve taxpayer service outcomes.
Leads the development and execution of long-term human capital strategies that strengthen workforce capability, improve organizational agility, and enable delivery of IRS modernization initiatives.
Directs planning, budgeting, and execution of major HR programs, including allocation of human, financial, and technological resources.
