Description

Maven Group is seeking a Deputy Program Manager to serve as the integration engine of our federal IT modernization team. In this Key Personnel role, you will own the Integrated Master Schedule, the Government-prioritized backlog, and the Program Increment cadence, and you will be the standing liaison to the client's transition leadership. You own the schedule from mobilization onward, so it never changes hands, and you are the person who keeps every workstream sequenced against the others.

The ideal candidate has run scaled agile delivery in a federal setting and knows that a good schedule is a management instrument, not a status artifact. You catch dependencies before they break, test demand against real capacity before anything is committed, and keep blocked work from turning into idle time.

Key Responsibilities

  • Maintain the Integrated Master Schedule so every committed item, deliverable, milestone, decision point, and dependency has an owner and a date, and reconcile it to the enterprise roadmap.
  • Manage the Government-prioritized backlog (active, blocked, deferred, and complete) and keep alternate-ready work lined up so capacity keeps moving when an item stalls.
  • Plan, commit, and close each Program Increment, calculating capacity net of federal holidays and known leave.
  • Run the scrum of scrums across client working groups and lead the retrospectives that shape the next increment.
  • Maintain the risk, issue, action, dependency, assumption, and decision registers as one integrated control set, with every open item owned, dated, and current.
  • Serve as the standing interface to the client's transition leadership, carrying its schedule, sequencing, and stakeholder positions into the program's plans.
  • Test demand for architecture, acquisition, finance, workforce, change, and quality expertise before each commitment, and sequence or break down work that exceeds available capacity.

Qualifications and Requirements

  • Bachelor's degree and at least 7 years of relevant professional experience.
  • Integrated master scheduling and backlog management across concurrent workstreams.
  • Coordination of interdependent teams in a federal or comparably governed environment.
  • Scaled agile delivery in a federal setting, with schedule ownership on a multi-workstream program.
  • Experience running a planning cadence against an external decision body.
  • Must be able to successfully complete a federal background investigation and obtain and maintain the government credentials required for on-site client access.

Preferred Qualifications

  • Experience running Program Increment planning and a scrum of scrums at enterprise scale.
  • Prior work as a named interface to a Government transition or program management office.
  • Experience supporting HHS or its operating divisions (such as CMS, CDC, FDA, or NIH) or other federal health and research agencies.
  • Active federal credentials or a current Public Trust determination; candidates able to start quickly are strongly encouraged to apply.

Work Location and Schedule

Hybrid. This role supports a federal client in the Washington, DC metropolitan area (Maryland), with on-site work two to three days per week and local travel among client sites as needed. 

Compensation

The anticipated salary range for this Senior Manager position is 130,000–170,000. This range represents Maven Group's good faith estimate at the time of posting and is not a guarantee of compensation.

Final compensation will be determined based on factors including relevant experience, skills, education, certifications, internal equity, market conditions, and geographic location. For positions supporting federal contracts, compensation may also be subject to applicable labor category requirements, contract terms, funding, and other contract-specific provisions. As a result, actual compensation may vary from the posted salary range.
