Computer Programmer Level III (14073)

Program: Application Arsenal (AA) Enterprise Engineering and Lifecycle Support, NIWC Pacific
Location: San Diego, CA. On-site work is required, and relocation assistance is available. About 75% of the work is on-site at NIWC Pacific Government facilities, including classified labs and SCIFs, and 25% is at the contractor site. Travel may be required. Candidates must live in, or be willing to relocate to, the San Diego area before the contract starts.
Clearance: Active TS/SCI, or TS/SCI-eligible with a completed Tier 5 investigation, at the time of proposal submission.
Key Personnel: This is a designated key personnel position. The candidate must commit to the role at contract start and for at least the first 90 days of performance.

About the Role
The Senior Software Developer builds and maintains the software behind Application Arsenal and its integrations. This includes resilient services for disconnected and low-bandwidth environments and secure integration with Cross-Domain Solutions. The developer works in Government DevSecOps pipelines, delivering code from design through automated testing to production deployment.

Responsibilities

• Design, develop, test, and deliver AA software capabilities to production in an Agile team environment.
• Implement modern architectural patterns, such as microservices, event-driven, or serverless, for deployment on Kubernetes, cloud, or virtualized platforms.
• Configure and maintain automated security testing (SAST, DAST, SCA, and container scanning) as CI/CD quality gates in Government DevSecOps pipelines.
• Build resilient software for DDIL, afloat, and ashore PaaS environments, including ACS and CHE.
• Integrate software securely with Cross-Domain Solutions to support bi-directional data transfer across security domains.
• Support C2 data exchange for autonomous systems, including mission tasking, telemetry, and sensor data.
• Develop and deliver user stories for rapid C4I capability development and enhancement.

Required Qualifications

• 5+ years of demonstrated experience in software development using Agile frameworks (such as Scrum, Kanban, or SAFe) to design, develop, and deliver software to production environments. This experience must include:
  • coding in at least one programming language, such as Python, Java, C#, Go, or C++
  • implementing modern architectural patterns, such as microservices, event-driven, or serverless
  • using Git-based version control workflows, such as GitFlow or trunk-based development
  • participating in end-to-end delivery, from design and development through automated testing to production deployment on Kubernetes, cloud, or virtualized environments
• 2+ years of demonstrated experience applying DevSecOps principles. This includes configuring automated security testing tools (SAST, DAST, SCA, and container scanners) as quality gates within a CI/CD pipeline in a highly regulated Government or DoD-mandated environment, such as Overmatch Software Armory (OSA), Platform One, or an equivalent.
• 2+ years of demonstrated experience coding, integrating, and maintaining resilient software for DDIL environments and afloat/ashore PaaS environments (such as Navy ACS, USMC CHE, or equivalent), including secure integration with Cross-Domain Solutions (CDS).
• Active TS/SCI, or TS/SCI eligibility with a completed Tier 5 investigation.

Preferred Qualifications

• Bachelor's degree in Computer Science, Software Engineering, or a related field. The solicitation does not require a degree for this role.
• Experience with autonomous or unmanned system integration, or with C2 data exchange.
• Experience with over-the-air software delivery to edge or autonomous systems.
