SUMMARY:
The Decatur City Schools System is seeking highly qualified candidates for the position of Chief School Financial Officer. The ideal candidate will demonstrate a strong record of accomplishment in his or her current role as a proven manager of budget and fiscal affairs, including planning, organizing, directing, and monitoring all financial operations. The candidate will ensure compliance with state and federal laws, Alabama State Department of Education requirements, local board policies, and generally accepted accounting principles. Additionally, the candidate will provide strategic financial leadership to support the district's mission, goals, and priorities while safeguarding the district's financial resources. Job Title: Chief School Financial Officer Starting Salary: Negotiable depending on qualifications and experience. ESSENTIAL DUTIES AND RESPONSIBILITIES:
Knowledgeable of accounting standards, laws, policies, rules, and regulations involving or relating to school finance. Knowledgeable of tax laws and applicable regulations that impact upon employee's benefits, tax forms, and related employee concerns. Knowledgeable in group business techniques and computers and/or software at a level required to implement and maintain an automated financial system. Ability to supervise and evaluate personnel assigned to the areas of business and finance. Ability to communicate effectively in written and verbal form. Possess physical and emotional ability and dexterity to perform required work and move about as needed in a fast-paced, high-intensity work environment. Possess ability to work effectively with local superintendent and local board of education to assist and facilitate accomplishment of school system goals and objectives. Possess ability to direct and supervise all financial operations of the district. Ability to develop long-range financial plans to support district goals and strategic initiatives. Ability to provide financial analyses and recommendations to the Superintendent and Board of Education. Ability to monitor district revenues, expenditures, cash flow, and fund balances. Ability to ensure expenditures remain within approved budget allocations. Ability to ensure compliance with local, state, and federal laws governing school finance. Ability to maintain internal controls designed to safeguard district assets and finances.
POSITION QUALIFICATIONS: Have a minimum of three years experience in an accounting field, obtain certification as a Chief School Financial Officer from the Alabama State Department of Education within three (3) years of employment, maintain certification through continuing education requirements, and meet the following professional requirements:
Hold a baccalaureate degree from an accredited four-year college or university with a concentration in a business-related curriculum (accounting, finance, business administration, etc.) including at least 12 semester hours in accounting. Hold a Masters of Accountancy or an MBA degree from a regionally accredited institution is preferred. Licensed as a Certified Public Accountant (CPA) is preferred. Current Certification as a Chief School Financial Officer (CSFO) is preferred.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:

SUPERVISORY RESPONSIBILITIES:
Manages subordinate supervisors. Is responsible for the overall direction, coordination, and evaluation of this unit. Also directly supervises non-supervisory employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATION REQUIREMENTS: LANGUAGE SKILLS:
Ability to read, analyze, and interpret common technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from regulatory agencies, teachers, or the community. Ability to write, speak and to present information effectively.
MATHEMATICAL SKILLS:
Ability to work with and apply statistics, accounting practices, and complete financial calculations. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret technical instructions in mathematical or diagram form and to deal with abstract and concrete variables.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to sit, stand, walk and use hands to finger, handle, or feel objects, equipment or controls. The employee frequently is required to talk and hear. The employee is occasionally required to reach with hands and arms, climb stairs, bend, stoop, squat, crouch, and kneel.
The employee must occasionally lift, push, pull, carry and/or move up to 10 pounds. Specific vision abilities required by this job include near vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

The noise level in the work environment is usually quiet.
