Job Title: Business Analyst
Job Location: Salt Lake City, UT 84116, Utah residents only (Onsite)
Job Duration: 8 Months
Hours: 40 hours/week

Job Summary:
  • The client is seeking an experienced Business Analyst to support operations at the State Hospital.
  • This role will partner with clinical, operational, and IT stakeholders to gather, document, and translate business requirements into actionable project deliverables within a state psychiatric health facility environment.
  • The position operates within a Scaled Agile Framework (SAFe) delivery model and requires direct, on-site engagement with facility staff and leadership.
Job Responsibilities:
  • Elicit, document, and validate business and functional requirements from clinical, administrative, and IT stakeholders at the State Hospital.
  • Translate business requirements into user stories, process flows, and acceptance criteria suitable for Agile/SAFe delivery teams.
  • Facilitate requirement-gathering sessions, workshops, and interviews with subject matter experts across clinical and operational departments.
  • Analyze current-state business processes within the psychiatric health facility and identify gaps, risks, and opportunities for improvement.
  • Maintain requirements traceability throughout the project lifecycle, ensuring alignment between documented needs and delivered solutions.
  • Participate in SAFe ceremonies (PI Planning, sprint reviews, backlog refinement) as the business analysis representative for assigned initiatives.
  • Collaborate with Product Owners, Scrum Masters, and technical teams to prioritize and refine the product backlog.
  • Prepare clear, accurate documentation, including business requirement documents (BRDs), process maps, and status reporting for agency leadership.
  • Support user acceptance testing (UAT) by developing test scenarios tied to documented requirements and validating outcomes with stakeholders.
  • Gather, document, and analyze business requirements through stakeholder interviews, workshops, and observations.
  • Translate business needs into clear and concise technical specifications for development teams.
  • Develop process flows, use cases, and data models to support solution design.
  • Collaborate with project managers, developers, and other stakeholders to ensure successful implementation of solutions.
  • Conduct gap analysis to identify areas for process improvement and optimization.
  • Assist in the development and execution of test plans to validate solutions meet business requirements.
  • Provide support during user acceptance testing (UAT) and ensure feedback is incorporated into final solutions.
  • Create and maintain documentation, including business requirements, functional specifications, and user manuals.
  • Monitor project progress and deliver updates to stakeholders.
  • Stay informed about industry trends, tools, and best practices to enhance business analysis processes.
Required Technical Skills:
  • Minimum 5 years of experience in business requirement within a psychiatric health facility or comparable behavioral health/clinical care setting.
  • Demonstrated experience working within a Scaled Agile Framework (SAFe) environment, including familiarity with SAFe ceremonies and artifacts.
  • Strong requirements elicitation, documentation, and process-mapping skills (e.g., BRDs, user stories, workflow diagrams).
  • Experience facilitating stakeholder workshops and translating clinical/operational needs into actionable technical requirements.
  • Proficiency with standard business analysis and collaboration tools (e.g., Microsoft Office/365, Visio, Jira, Confluence, or equivalent).
  • Strong analytical and problem-solving skills to interpret business needs and create effective solutions.
  • Proficiency in business analysis tools such as JIRA, Confluence, or Microsoft Visio.
  • Excellent written and verbal communication skills for stakeholder engagement and documentation.
  • Familiarity with Agile, Scrum, or Waterfall project management methodologies.
  • Ability to manage multiple projects and deadlines effectively.
  • Basic technical knowledge of software development, databases, or systems integration is a plus.
Preferred Qualifications:
  • SAFe certification (e.g., SAFe Practitioner, SAFe Product Owner/Product Manager, or equivalent).
  • Prior experience supporting IT or process-improvement initiatives within a state government or public-sector healthcare environment.
  • Familiarity with behavioral health/psychiatric care operations, regulatory requirements, or electronic health record (EHR) systems.
  • Bachelor's degree in Business Administration, Health Administration, Information Systems, or a related field (or equivalent experience).
Recommended Education and Experience:
  • Bachelor's degree in business administration, Information Technology, or a related field.
  • 3+ years of experience as a Business Analyst or in a similar role.
  • Certifications such as Certified Business Analysis Professional (CBAP) or PMI-PBA are desirable.
  • Experience working with enterprise-level systems and applications is a plus.
