Job Overview
We are seeking an experienced Business Analyst / Product Owner to support case management systems and healthcare program solutions within the Centers for Medicare & Medicaid Services (CMS) environment.
The ideal candidate will have a strong Business Analysis background with experience performing Product Owner responsibilities, serving as a bridge between business stakeholders, end users, product leadership, architects, and technical development teams.
This role will focus on understanding business needs, gathering and analyzing requirements, modeling business processes, translating requirements into user stories and acceptance criteria, and helping prioritize solutions that deliver business value. The successful candidate should be comfortable working in an Agile environment and communicating effectively with both technical and non-technical stakeholders.

Key Responsibilities
Business Analysis & Requirements
  • Collaborate with business stakeholders, subject matter experts, leadership, architects, and technical teams to understand business objectives and requirements.
  • Conduct requirements elicitation sessions, interviews, workshops, and stakeholder meetings.
  • Analyze, document, validate, and manage functional and non-functional requirements throughout the project lifecycle.
  • Translate complex business requirements into clear and actionable user stories, use cases, process flows, and acceptance criteria.
  • Maintain requirements traceability and ensure alignment between business objectives, requirements, development, and testing.
  • Identify gaps, dependencies, risks, and opportunities for process improvement.

Product Owner Responsibilities
  • Serve as a business/product representative for Agile development teams.
  • Help define product goals, business priorities, and solution requirements.
  • Manage and prioritize the product backlog based on business value, stakeholder needs, project priorities, and technical dependencies.
  • Work closely with Scrum Masters, developers, architects, QA teams, and other technical resources to clarify requirements and resolve issues.
  • Define and refine user stories and acceptance criteria.
  • Participate in backlog refinement, sprint planning, sprint reviews, demos, and other Agile ceremonies.
  • Support product releases and ensure delivered solutions meet defined business requirements.
  • Collaborate with stakeholders to evaluate proposed solutions and make data-driven recommendations.

Business Process & Documentation
  • Create detailed business process models, workflow diagrams, process maps, use cases, data flows, and other supporting documentation.
  • Identify opportunities to streamline, automate, and improve existing business processes.
  • Document current-state and future-state processes.
  • Develop functional specifications, business requirements documents, user stories, and other project artifacts as required.
  • Ensure documentation is clear, accurate, and understandable to both technical and business audiences.

Healthcare / CMS Program Support
  • Support healthcare program and case management initiatives within a CMS environment.
  • Develop an understanding of applicable healthcare program policies, procedures, and regulatory requirements.
  • Ensure business requirements and proposed solutions align with applicable program policies, compliance requirements, and organizational standards.
  • Work with stakeholders to identify and address program integrity, operational, and process-related requirements.

Stakeholder & Team Collaboration
  • Act as a primary liaison between business stakeholders and technical teams.
  • Facilitate discussions between business users, product leadership, architects, developers, QA teams, and other project stakeholders.
  • Communicate complex technical and business concepts clearly to diverse audiences.
  • Manage competing stakeholder priorities and help drive consensus.
  • Provide regular updates regarding requirements, priorities, risks, dependencies, and project progress.

Required Qualifications
  • Bachelor's degree in Information Technology, Business Administration, Healthcare Administration, Computer Science, or a related field.
  • 5+ years of experience as a Business Analyst, Product Owner, Systems Analyst, or similar role.
  • Strong experience in requirements gathering, business analysis, requirements management, and documentation.
  • Experience translating business requirements into user stories, use cases, functional requirements, and acceptance criteria.
  • Experience creating process models, workflow diagrams, process maps, and business documentation.
  • Experience working with Agile/Scrum development teams.
  • Strong stakeholder management and communication skills.
  • Ability to work effectively with both technical and non-technical stakeholders.
  • Strong analytical, problem-solving, and critical-thinking skills.
  • Ability to manage multiple priorities and work independently in a remote environment.

Compensation:
The expected compensation range for this position is $80,000 - $130,000 annually. Compensation is determined in good faith and may vary based on job-related factors, including relevant experience, skills, education, certifications, clearance level, labor category alignment, contract requirements, work location, internal equity, and business needs.
The posted range reflects the Sky's reasonable estimate at the time of posting and does not guarantee a specific salary or rate. Final compensation will be determined based on the selected candidate's qualifications and applicable contractual and business considerations.
