Job Description
The Client is seeking a Business Analyst / Technical Writer to support the business process analysis, requirements gathering, procurement, and implementation activities for the Data Modernization Initiative project.
The selected candidate will work with stakeholders, project managers, developers, and end users to analyze business processes, document requirements, support testing, and develop business analysis and procurement deliverables.
Responsibilities
- Conduct stakeholder analysis.
- Conduct market research and analysis.
- Identify and document current-state and future-state process workflows.
- Create user stories and acceptance criteria.
- Develop contextual diagrams, functional decomposition, and process workflows.
- Develop business process models, use cases, wireframes, entity relationship diagrams, data dictionaries, and system context diagrams.
- Gather, develop, document, and validate business, functional, and technical requirements.
- Perform functional and integrated testing.
- Prepare and maintain project documentation and artifacts, including analysis, reports, and user documentation.
- Work with project managers, developers, and end users to ensure application designs meet business requirements.
- Create and maintain a Requirements Traceability Matrix (RTM).
- Provide business analysis deliverables as input to procurement documents and assist in writing procurement documentation as required.
- Support UAT, including developing test scenarios and test cases.
- Support required system go-live activities.
- Develop business, stakeholder, solution, and transition requirements.
- Document gap analysis.
- Author and prepare meeting minutes for distribution to various audiences.
- Author user stories, test scripts, and other Agile deliverables.
- Follow PMO project management and Business Analysis methodology documentation.
- Attend all PMO meetings.
- Travel within the local Raleigh area to attend meetings.
- Perform other related work as required.
Required Skills and Qualifications
- Extensive knowledge of business system analysis techniques and testing methodologies.
- 7+ years of experience gathering business requirements and developing business rules and process flows.
- 7+ years of experience in business process design, definition, and/or redesign.
- 7+ years of experience with Business Analysis methodologies and problem-solving.
- 7+ years of experience utilizing Microsoft Office Suite, including MS Word, Excel, PowerPoint, Visio, and Microsoft Project.
- 5+ years of experience creating Context Diagrams and performing Functional Decomposition.
- 5+ years of experience developing procurement-related documents, including RFPs and evaluation criteria.
- Demonstrated analytical skills and strong attention to detail.
- Excellent verbal and written communication skills.
- Strong creative thinking and problem-solving skills.
- Proactive and quality-oriented with demonstrated leadership and team-building skills.
- Understanding of Software Development Lifecycle (SDLC) concepts and processes.
- Knowledge and experience with IT Service Management best practices and principles.
- High-level understanding of application programming, databases, and system design.
- Experience working with customers to advise on strategies, alternatives, and implications of application customizations and interface designs.
- Ability to manage complex assignments involving multiple workstreams and aggressive or competing timelines.
- Extensive understanding of SharePoint end-user experience, including sites, libraries, lists, and groups.
- Healthcare data reporting systems experience is required.

- Experience working for State Government.
- 3+ years of healthcare-related experience.
