PURPOSE OF POSITION

The Southern California Regional Rail Authority (SCRRA), operator of the Metrolink Commuter Rail System, is seeking a Business Analyst, who will provide administrative support to the Chief Financial Officer, manage the centralized travel program, and monitor the purchasing card program. 


DISTINGUISHING CHARACTERISTICS

This is the mid-level of the Business Analyst series. At this level, the incumbent has some latitude for independent judgment and may vary work methods and procedures, but usually within prescribed parameters.


SUPERVISION EXERCISED AND RECEIVED

  • Receives supervision from the Chief Financial Officer
  • No formal supervisory responsibilities.  

The duties listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.

  • Provide executive support to the Chief Financial Officer
    1. Monitor the CFO’s email and ensure that action items are addressed timely
    2. Maintain the CFO’s calendar including scheduling, prioritization, and coordination of meetings across internal and external stakeholders
    3. Draft or review communications from the CFO, as necessary
    4. Take meeting minutes, as necessary
    5. Maintain CFO staff meeting agenda
    6. Route documents for review and approval
  • Administer the centralized travel program
    1. Maintain and enforce travel policies and procedures
    2. Make travel arrangements for all agency staff
  • Monitor the purchasing card program for cardholder compliance with policies and procedures
  • Track and follow-up on key initiatives, action items, and deadlines to ensure timely execution
  • Serve as a liaison between the CFO and finance leadership, as well as other departments
  • Maintain complete repositories of adopted policies and procedures, and various executed agreements
  • Prepare or support preparation of professional PowerPoint presentations or other materials for internal, board, or external stakeholder audiences, applying a basic knowledge of finance concepts and terminology
  • Assist internal and external customers in navigating finance policies and procedures, and/or connect them to appropriate department staff, as needed
  • Establish and maintain effective working relationships with department staff, agency staff, and other external parties
  • Ensure timely submission of the department budget and identify and resolve anomalies prior to CFO review and approval
  • Prepare flowcharts narratives of department processes based on verbal or written representations
  • Improve administrative processes and workflows to enhance efficiency
  • Support special projects, research, and ad hoc analysis, as needed

Education and Experience

  • Bachelor’s Degree in Business Administration, Finance, or a related field.
  • A minimum of four (4) years’ experience performing similar job duties or any combination of education and experience that provides equivalent knowledge, skills, and abilities may be considered.
  • A combination of training, with a minimum of an Associate Degree and/or experience that provides the required knowledge, skills and abilities may be considered when determining minimum qualifications. Advanced relevant coursework may also substitute for a portion of required experience.

Knowledge of:

  • Basic finance principles, terminology, and processes
  • SCRRA policies and procedures

Skilled In:

  • Use of Oracle and Microsoft Office including Outlook, Excel, Word, and PowerPoint
  • Use of collaboration and productivity tools such as Teams, SharePoint, OneDrive, and Notion
  • Strong organizational and time management skills with the ability to manage completing priorities
  • Strong written and verbal communications
  • Proactive problem solving
  • Synthesizing diverse, complex information and conveying it logically and succinctly


Ability to:

  • Interact professionally with finance leadership, executive team members, and staff across the agency
  • Work independently while supporting a team environment
  • Multi-task, prioritize, and work under tight deadlines

PHYSICAL REQUIREMENTS

  • Transition between a stationary position at a desk or work location and move about Metrolink facilities or other work site locations
  • Operate tools to perform the duties of the position; such as computers, office equipment, and work-related machinery
  • Transport equipment or boxes up to 25 lbs
  • Exchange ideas by means of communication
  • Visual acuity to detect, identify, and observe employees or train movement and any barriers to movement when working on or near railroad tracks 
  • Hear and perceive the nature of sounds when working on or near railroad tracks
  • Balance ascend/descend, climb, kneel, stoop, bend, crouch or crawl within assigned working conditions and or locations

Working Conditions

Position requires work in a normal office environment with little exposure to excessive noise, dust, or temperature. Work may also be conducted in outdoor environments, at construction sites, Railroad Track and Right-of-Way environments, and warehouse environments, with possible exposure to individuals who are hostile or irate, moving mechanical parts, and loud noises (85+ decibels, such as heavy trucks, construction, etc.)
