Position Overview
The Business Analyst 3 will be responsible for gathering, analyzing, documenting, and validating clear, unambiguous, and testable business requirements. The BA will serve as a key liaison between business stakeholders, technical teams, project leadership, and vendor partners to ensure business needs are effectively translated into system functionality.
This role will also serve as the Scrum Master for campaign-finance-related projects, with heavy use of Monday.com and/or JIRA. The BA will work closely with the PMO Project Manager to coordinate required project artifacts and documentation for State of Michigan projects.
The ideal candidate will have a strong Agile mindset and a mentoring/teaching background, with the ability to help business teams and vendors adopt Agile practices and transition effectively from project delivery to long-term maintenance.
Required Qualifications
- 5+ years of experience as a Business Analyst.
- 5+ years of experience working with Agile methodologies and tools.
- Strong experience creating and managing Epics, Features, and User Stories and moving work items through the project lifecycle.
- 5+ years of experience understanding BA, QA, and Development roles and responsibilities.
- 5+ years of experience with As-Is / To-Be business process analysis and process/content documentation.
- Strong experience gathering, analyzing, documenting, and validating business requirements.
- Experience facilitating requirements-gathering sessions with business stakeholders and project teams.
- Experience maintaining and prioritizing Agile project backlogs.
- Strong understanding of project scope, requirements management, and change impacts.
- Ability to communicate effectively with both technical and non-technical stakeholders.
Preferred Qualifications
- Experience with BA/process documentation tools such as Figma and Visio.
- 2+ years of QA/testing experience.
- Experience creating test plans and supporting business/user acceptance testing.
- Experience working with vendor partners and cross-functional technology teams.
- Experience mentoring business teams and promoting Agile practices.
Key Responsibilities
- Gather and document business requirements that are clear, unambiguous, testable, and aligned with business needs and established standards.
- Facilitate requirements-gathering meetings with project stakeholders, business teams, technical teams, and vendor partners.
- Analyze existing and future-state business processes, data, and systems to identify requirements and opportunities for improvement.
- Create and maintain Agile backlogs, including Epics, Features, and User Stories.
- Work with the Product Owner to prioritize backlog items throughout the project lifecycle.
- Serve as the Scrum Master for campaign-finance-related projects.
- Use Monday.com and/or JIRA extensively to manage Agile project activities and workflows.
- Develop test plans in collaboration with business stakeholders.
- Ensure repeatable testing and business processes are established beyond the current project lifecycle.
- Create technical and process documentation for ongoing maintenance and operational use.
- Work with the PMO Project Manager to ensure required project artifacts and documentation are completed.
- Monitor requirements and project scope to ensure alignment with established project objectives.
- Identify and communicate the business impact of changes to project scope or requirements.
- Understand high-level information governance objectives and ensure appropriate stakeholder involvement regarding data requirements.
- Support resolution of critical IT issues within the scope of the Business Analyst role.
- Ensure BA-owned System Engineering Methodology (SEM) deliverables are completed, reviewed, and approved according to established processes.
- Collaborate closely with UI/UX teams, solution architects, DBAs, developers, QA testers, vendors, and other project team members.
- Ensure all stakeholders have a clear understanding of requirements, functionality, solution scope, size, and scalability.
- Help establish an Agile culture and support the long-term transition from project delivery to maintenance operations.
