    Description

    Position Summary

    The State of Michigan is seeking a Business Analyst 3 to support mission-critical campaign finance and agency initiatives. This role serves as a liaison between business stakeholders, project teams, and technical resources, ensuring that business needs are translated into clear, testable, and actionable requirements. The successful candidate will support Agile delivery teams, facilitate business process improvement initiatives, create repeatable operational processes, and help drive the organization's transition from project implementation to sustainable long-term operations.

    Key Responsibilities

    • Gather, analyze, document, and maintain clear, unambiguous, testable business requirements using established State of Michigan standards and templates.
    • Facilitate requirements elicitation sessions, stakeholder interviews, workshops, and business process discussions.
    • Document current-state (As-Is) and future-state (To-Be) business processes and workflows.
    • Develop and manage Agile project backlogs, epics, features, user stories, acceptance criteria, and project artifacts.
    • Serve as Scrum Master for campaign finance-related projects utilizing Monday.com, Jira, and Agile methodologies.
    • Collaborate with Product Owners to prioritize backlog items and ensure alignment with project objectives.
    • Create test plans in partnership with business stakeholders and support testing activities throughout the project lifecycle.
    • Document repeatable maintenance procedures, technical processes, and operational knowledge for long-term sustainability.
    • Coordinate with project teams, PMO personnel, vendor partners, and stakeholders to ensure project requirements are understood and implemented correctly.
    • Monitor project scope and requirements to ensure alignment with business objectives and approved project plans.
    • Support data governance initiatives and ensure appropriate stakeholder engagement regarding data-related requirements.
    • Assist in resolving critical project issues related to business analysis activities.
    • Prepare and maintain SEM (System Engineering Methodology) deliverables and project documentation.
    • Collaborate with UI/UX designers, solution architects, database administrators, developers, QA testers, and other project team members to ensure successful solution delivery.
    • Promote Agile best practices and mentor business stakeholders to foster a long-term Agile mindset.

    Required Qualifications

    • 5+ years of experience as a Business Analyst supporting enterprise IT projects.
    • 5+ years of experience working in Agile environments.
    • 5+ years of experience creating and managing:
      • Epics
      • Features
      • User Stories
      • Product Backlogs
      • Acceptance Criteria
    • 5+ years of experience understanding Business Analysis, Quality Assurance, and Development roles and responsibilities.
    • 5+ years of experience documenting As-Is and To-Be business processes.
    • Experience facilitating business requirements gathering sessions with diverse stakeholder groups.
    • Experience creating test plans and supporting business testing activities.
    • Strong knowledge of Agile methodologies, project lifecycle management, and requirements management.
    • Experience with Agile project management tools such as:
      • Monday.com
      • Jira
    • Excellent verbal, written, and presentation communication skills.
    • Strong organizational, analytical, and problem-solving skills.
    • Ability to work effectively with technical and non-technical stakeholders.
    • Ability to work onsite in Lansing, Michigan two days per week (Tuesday and Wednesday).

    Preferred Qualifications

    • Experience using business analysis and process modeling tools including:
      • Figma
      • Microsoft Visio
    • 2+ years of Quality Assurance (QA) experience.
    • Experience serving as a Scrum Master on Agile teams.
    • Experience supporting government or public sector projects.
    • Experience documenting operational procedures and maintenance processes.
    • Ability to mentor stakeholders and foster Agile adoption within business organizations.
    • Experience supporting business process transformation and organizational change initiatives.

    • PMI Professional in Business Analysis (PMI-PBA)
    • Certified Business Analysis Professional (CBAP)
