    Job Summary

    The Department of Family and Protective Services (DFPS) is seeking a Business Analyst 3 to perform advanced business and systems analysis in support of the agency's case management initiatives. The consultant will gather and analyze business requirements, document processes, conduct research, collaborate with stakeholders, and develop recommendations that support strategic business goals. The role requires excellent communication, presentation, and analytical skills, along with experience in enterprise-level business analysis and SDLC methodologies.

    Key Responsibilities

    • Gather, analyze, and document business and functional requirements.
    • Research business processes and recommend process improvements.
    • Collaborate with business stakeholders, project managers, developers, and leadership teams.
    • Facilitate workshops, meetings, and requirements gathering sessions.
    • Produce business documentation, reports, presentations, and recommendations.
    • Track SDLC activities and project metrics.
    • Communicate project status and risks to stakeholders and executive leadership.
    • Support funding requests and strategic planning initiatives.
    • Work within cross-functional teams to deliver project objectives.

    Required Skills & Experience

    • 8+ years of Business Analyst experience in enterprise environments.
    • Strong experience gathering, analyzing, and documenting business and functional requirements.
    • Experience developing detailed analysis documents and executive reports.
    • Expertise with Microsoft Office Suite (Excel, Word, PowerPoint, Visio, MS Project, SharePoint).
    • Experience facilitating meetings, workshops, and executive presentations.
    • Strong verbal and written communication skills.
    • Experience preparing project status reports and KPIs.
    • Knowledge of Software Development Life Cycle (SDLC).
    • Understanding of business process analysis and process improvement.
    • Awareness of systems that improve operational efficiency and service delivery.
    • Familiarity with DFPS systems (IMPACT, PACES, ABCS, PEIRS, NEICE, e-Report, e-Travel, General Placement Search, Community Based Care).

    Preferred Skills

    • Business Process Design experience.
    • Experience with SACWIS/CCWIS or Child Welfare/Health & Human Services systems.
    • Knowledge of Project Management Life Cycle (PMLC).
    • Knowledge of the Texas Project Delivery Framework.
