JOB DESCRIPTION

Job Summary

Seeking an experienced Business Analyst 3 to support the transformation and modernization of the Texas No Wrong Door (NWD) system.

This role involves senior-level business analysis supporting long-term services and supports (LTSS) through improved referral systems and interoperable technology solutions.

The ideal candidate will serve as a liaison between business stakeholders and IT teams, analyze complex data sets, document and manage requirements, assess current business processes, and recommend technology-driven improvements aligned with agency goals.

Key Responsibilities

• Review, analyze, and evaluate business systems and user needs

• Serve as a liaison between business stakeholders and IT teams (Architecture, Project Delivery, Application Support, etc.)

• Elicit, document, analyze, and validate business and technical requirements

• Conduct business process mapping and reengineering to improve operational efficiency

• Analyze raw data to identify trends, gaps, and opportunities for improvement

• Develop solution options, risk assessments, and financial analyses (cost/benefit, ROI, buy vs. build)

• Create detailed documentation including business cases, planning documents, and functional requirements

• Support the Texas No Wrong Door (NWD) system modernization initiative for LTSS referrals

• Plan and execute "secret shopper" activities to assess system effectiveness and identify gaps

• Coordinate with internal and external stakeholders, subject matter experts, and IT teams

• Evaluate proposed IT solutions and recommend improvements to meet business needs

• Ensure exceptional follow-through, stakeholder communication, and customer service

Required Skills & Experience

• 8+ years of experience eliciting and documenting business and technical requirements

• 8+ years of experience communicating complex technical and design concepts

• 8+ years of experience producing business cases, planning documents, and presentations

• 8+ years of strong verbal and written communication skills

• 8+ years of experience gathering stakeholder input and managing initiatives to completion

• Proven ability to work independently on complex initiatives with minimal supervision

• Strong analytical, problem-solving, and organizational skills

Preferred Qualifications

• Experience working with government regulations, programs, or public-sector processes

• Experience as a Data Analyst working with raw data sets

• Project management experience; PMP certification is a plus

• Familiarity with healthcare, social services, or LTSS systems

Additional Information

• Local Austin, TX candidates only

• Telework position; onsite attendance may be required in the future

• Contract services are time-limited and capped at 1,040 hours for FY26
