The Benefits Analyst performs professional-level analytical, administrative, and program management duties in support of the Citys employee benefits, leave administration, risk management programs, and other assigned areas of focus. Responsibilities include program administration, compliance monitoring, vendor and contract coordination, policy and procedure development, financial and operational analysis, employee communications, and program evaluation. The position provides staff support to Human Resources management, develops recommendations to improve program effectiveness and service delivery, and coordinates assigned activities with employees, labor groups, vendors, consultants, and external agencies.
Distinguishing Characteristics:
This is a journey-level professional classification responsible for independently administering and analyzing employee benefits, leave administration, and risk management programs. Incumbents perform complex analytical, administrative, financial, and programmatic assignments requiring the application of independent judgment, technical expertise, and knowledge of applicable laws, regulations, and collective bargaining agreements. Assignments are received in broad outline form, and incumbents are expected to independently develop solutions and recommendations to support organizational objectives. This position is considered an appointive-employee position.
Supervision Received and Exercised:
Receives general supervision from a higher-level Human Resources professional or manager. Exercises technical and functional coordination over assigned projects, vendors, consultants, and program activities. May provide guidance and training to staff regarding benefits, leave administration, risk, and other related programs.

- Administer and evaluate employee benefits, leave administration, and related programs to ensure effective service delivery and compliance.
- Coordinate workers compensation, safety, and risk management activities to support employee well-being and organizational objectives.
- Administer retiree benefit programs and coordinate retirement transitions to ensure continuity of benefits, compliance with program requirements, and effective support for retirees.
- Analyze program performance, costs, utilization, and regulatory requirements; develop recommendations to improve effectiveness and efficiency.
- Manage vendor relationships, contracts, and service agreements related to benefits and risk management programs.
- Develop and deliver employee communications, educational materials, and outreach initiatives regarding benefits and related programs.
- Interpret and apply applicable laws, regulations, policies, and collective bargaining agreements governing assigned programs.
- Prepare reports, analyses, recommendations, and budget information to support decision-making and strategic planning.

Minimum Qualifications
Minimum Qualifications: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.
Education:
Bachelor's degree from an accredited college or university in Human Resources, Business Administration, Public Administration, Finance, Risk Management, or a related field.
Experience:
Three (3) years of progressively responsible experience in employee benefits administration, human resources, risk management programs, or a related field.

Working Conditions and Physical Demands
Work is performed primarily in an office environment with frequent use of computers and standard office equipment.
