Behavioral Health Program Manager

The Program Manager is also responsible for providing a wide variety of individual, family, and group therapy; including but not limited to clinical assessment, treatment planning, collateral, crisis intervention, and advocacy services to families, children, and other clients in accordance with their specific therapeutic needs. Experience and interpersonal skills working with culturally and socially diverse underserved community groups including drug/alcohol, HIV/STI, and hepatitis C impacted and affected individuals and groups.

JOB TITLE: Behavioral Health Program Manager (Mental Health Clinician) – Hollywood

POSITION DESCRIPTION: Under the direction of the Chief Operating Officer, the Behavioral Health Program Manager (PM) will manage all program activities to meet contractual agreements set by Bienestar on behalf and for its clients. The Program Manager is also responsible for providing a wide variety of individual, family, and group therapy; including but not limited to clinical assessment, treatment planning, collateral, crisis intervention, and advocacy services to families, children, and other clients in accordance with their specific therapeutic needs. The Mental Health Clinician has demonstrated expertise in addressing trauma and adults with serious mental illness (SMI), and individuals with Co-Occurring Disorders (COD).

SUMMARY OF DUTIES/RESPONSIBILITIES:

• The PM will be responsible for implementation and supervising program at Bienestar location and subcontracted entities.

• Knowledge of regulation/certification to be able to implement recovery programs.

• Knowledgeable of the substance use community, with primary focus in the Latino community.

• Assists in the general implementation of HIV medical care into the behavioral health program.

• Supervise day to day activities of the treatment program.

• Facilitate weekly case conference to assure routine review and recommendation on all client treatment planning and implementation.

• Stay up to date on all county, state, and Federal clinical standards to ensure compliance; Allocate assignments to program staff.

• Provide orientation and training to staff members.

• Keep a schedule of regular counseling appointments with clients and be available for nonscheduled counseling or crisis counseling as needed.

• Develop individualized aftercare plan initiated upon treatment admission with each client and incorporating client input.

• Act as a liaison between co-located medical services provider to ensure that newly diagnosed HIV positive individuals are linked into care and hours of operation are kept.

• Act as a liaison between clients in treatment and external service agencies with an investment in the client's progress, i.e., probation, parole, DPSS, EDD, DVR, referring case managers and insurance providers.

• Complete all necessary documentation in a timely manner, including, written communications with external agencies with approved consent for shared data.

• Prepare and submit monthly program data, reports and billing information.

• Ability to develop and implement a recruitment strategy for all target populations including adolescent youth.

• Maintain an overall case load average of 10 to 15 clients and maintain client file to level of requirements mandated in agency policy and completes documentation in a timely manner.

• Oversee Hollywood’s center operations including but not limited to scheduling opening and closing of the center, respond to emergencies as needed, amongst other duties to successfully operate the center and its operations.

• Attend weekly and monthly management meetings.

• Attend programmatic meetings with funders and internal administrative team.

• Perform all other program and organization duties as assigned.

EXPERIENCE AND SKILLS PREFERRED:

• Master’s Degree in Social Work, Marriage and Family Therapy, Counseling, or Clinical Psychology is required.

• Experience and interpersonal skills working with culturally and socially diverse underserved community groups including drug/alcohol, HIV/STI, and hepatitis C impacted and affected individuals and groups.

• Working knowledge of harm reduction and other substance abuse treatment methodologies.

• Able to work independently and collaboratively with staff and leadership.

• Experience working with dual diagnosed/co-occurring patients with both a substance use disorder and a mental illness.

• Ability to provide education and information regarding HIV, substance abuse, and mental health services to clients, community members, and other organization members.

• Knowledge and demonstrated experience working with the LGBTQ+ community and familiarity with issues of relevance to the LGBTQ+ community.

• Bilingual in English and Spanish with excellent verbal and written communication skills.

• Experience and interpersonal skills working with culturally and socially diverse community groups who are underserved; including and not limited to the LGBTQ+ community.

• Must have a reliable form of transportation as travel to different sites within LA county is required.

HOURS: 40 Hours - Some Weekends & Evenings required.

EXEMPT/NON-EXEMPT: Exempt

SALARY: $75,000 – $90,000 annually - commensurate with education and experience.

• Must be willing to travel between BIENESTAR centers and within the county and/or surrounding areas.
