About this Role:

OTSI is looking for an experienced attorney, with strong independent legal judgment and expertise in information technology related law, to provide legal counsel and support for difficult, complex, and sensitive Data Privacy and Information Technology (IT) related matters.

The Senior Attorney, Data Privacy and Technology, (Attorney IV)* serves as a legal expert, supporting the more complex, difficult and sensitive legal issues as they relate to data privacy, protection of health information, open government, public contracting law, state and federal government IT procurement law, and other emerging IT and Data areas that have a significant impact on OTSI operations.

Responsibilities include but are not limited to drafting and reviewing the more challenging and complex IT related agreements/contracts, preparing legal opinions, participating in high profile contract negotiations, and advising/providing consolation for OTSI executives, managers, and project teams.

The position also works collaboratively with internal and external partners such as other OTSI attorneys, staff, leadership, and other state entities to resolve the more complex, difficult and sensitive legal issues. This position represents OTSI before state and federal oversight entities, supports development of policies and legislation, assists with information security reviews, and responds to Public Records Act requests.

  • Demonstrated addressing cross-jurisdictional, cross-disciplinary challenges in tech and data transactions, privacy breaches, and compliance matters.
  • Familiarity with open government laws and public records requirements.
  • Demonstrated experience with IT procurement, government contracting, and/or technology law.
  • Demonstrated experience advising private and/or public sector leaders on complex, difficult, and sensitive legal issues.
  • Demonstrated experience with complex research and legal research and analysis.
  • Demonstrated ability to quickly grasp legal concepts in multiple or new or emerging areas of law.

Telework and Salary Information

Telework Information: This position is currently eligible for telework opportunities. This position is currently eligible for one telework day per-week and is required to report in-person a minimum of four days per week. The amount of telework is at the discretion of the OTSI and is subject to operational needs.

Reporting Location: Business travel may be required, and reimbursement considers an employee's designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Salary Information: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs employees for this position to receive a 3 percent temporary reduction in pay in exchange for 5 hours of PLP 2025 leave credits per month.
