JOB SUMMARY
The job duties of the Assistant Finance Director include but are not limited to assisting in the preparation of financial reports as well as supervision and oversight of accounting services.
DUTIES AND RESPONSIBILITIES
The following are the performance expectations of the City along with examples of how the expectation relates to the position of the Assistant Finance Director. This is not an exhaustive list of job responsibilities and therefore, other duties may be assigned:
Expectation to assist the Finance Director in overseeing the operations and management of the Finance Department and its functions:
- Analyzes and prepares monthly statistical and fiscal reports; prepares special financial reports, ensuring completeness and timeliness of resulting reports and financial records; communicates financial reports to stakeholders.
- Performs financial analysis to assess and monitor the impact of projects, grant activity/reporting, legislation and other factors on the City's budget.
- Develops and establishes controls necessary to ensure the accuracy and security of all funds and other fixed assets of the City by researching and implementing best practices, supervising investment activities, supervising and ensuring all fixed assets are properly recorded and accounted.
- Will assist the Finance Director with the City's annual audit.
- Assists the Finance Director in preparation of bond documents and overseeing the various bond programs.
- Administers, supervises and maintains all accounting functions of the City.
- Assists in coordination of the city audit by working with auditors and gathering necessary information needed.
- Sets up and maintains accounts for city's accounting system.
- Serves as departmental liaison to general public in the absence of the Finance Director
- Is knowledgeable in the City's financial software and assists all other departments in extracting information and reports from the City's financial software system.
- Assist the Finance Director in maintaining RHID (Reinvestment Housing Incentive District) information, CID (Community Improvement District) information and IRB (Industrial Revenue Bond) documentation.
- Assist in preparing monthly bank reconciliations for all accounts, review monthly department budget reports, assist in posting monthly journal entries.
- Assist in posting of cash receipts from various departments and posting and reconciling of daily cash sheets.
- Assist Finance Director in approving and monitoring account coding of all invoices.
- Assist Finance Director and Payroll Clerk in all aspects of payroll and Human Resources tasks.
- Assist with monitoring and investing of idle funds.
- Assist Finance Director with supervision and overseeing of Utility Billing and its daily activity.

QUALIFICATION REQUIREMENTS
EDUCATION AND/OR EXPERIENCE
- Bachelor's degree in Finance, Accounting, Business Administration or related field.
- Minimum of three (3) years experience in public sector finance and accounting operations.
- Preference for two (2) years of supervisory/management skills.
- Certified Public Finance Officer or ability to obtain certification.
- Ability to be bonded.
- Must have strong accounting and analytical skills.
