The Legal Team is Snap's dedicated in-house law firm, thought partner, and all-around advisor. This team helps Snap do the right thing the right way, make better decisions, understand and manage risks, and creatively navigate challenges, both external and internal. We partner with Snap team members on a wide array of matters, including privacy, product, law enforcement, IP, commercial transactions, corporate governance, employment, acquisitions, litigation, policy, and social impact. We're looking for an Associate General Counsel to join the Safety & Law Enforcement Legal team! The team provides critical support to Snap's Trust & Safety (T&S), Content Moderation, Law Enforcement Operations (LEO), Product, Spam & Abuse (S&A), Engineering, Communications, and Policy teams relating to investigation and enforcement of Community Guidelines and Terms of Service violations, compliance with content moderation and reporting obligations, regulatory engagement, response to law enforcement requests, and cross-functional platform-safety initiatives.

The team:

  • supports Snap's T&S and S&A teams in connection with the detection, investigation, and enforcement of Community Guidelines and Terms of Service violations;

  • works with Snap's LEO team to help ensure Snap meets its obligations to produce user data to governments while adhering to relevant laws and protecting user privacy;

  • partners across our Legal, Policy, Product, and Safety Operations teams to support regulatory compliance, inquiries, and engagement, and influence Snapchat product safety; and

  • collaborates with our Privacy & Product Legal, Policy, Engineering, Communications, and other internal partner teams to provide guidance and develop policies and tools that enable Snap to meet increasingly sophisticated and ever-shifting regulatory and legislative requirements, as well as contribute to a range of cross-functional safety initiatives and prepare external messaging.

What you'll do:

  • You'll lead Safety Legal's compliance with third-party (including government) requests for user data and support for the LEO team. In this role, you will:

  • Support the LEO team on laws and Snap policies governing responses to governmental requests for user data, and collaborate on outreach to government authorities.

  • Work cross-functionally with teams across the company - including Product, Engineering, and others in Legal - on compliance- and safety-related tooling.

  • Work with outside counsel to defend against improper attempts to obtain user data, including by civil and criminal litigants.

  • Partner with the Policy team on legislative proposals and developments impacting user safety, data disclosure, and outreach to government authorities.

  • Support the Policy, LEO, T&S, and Communications teams in responding to inquiries from legislators, regulators, law enforcement, and the press.

  • Advise the T&S, Product, S&A, and Engineering teams on matters relating to compliance with obligations under platform safety and content regulations (e.g., the EU Digital Services Act, the UK Online Safety Act, and U.S. state and federal laws); and the enforcement of Snap's Community Guidelines and Terms of Service.

  • Collaborate with the T&S team on investigations of Community Guidelines violations and advise regarding potential referrals to law enforcement.

Knowledge, Skills & Abilities:

  • A phenomenal teammate with demonstrated ability to work closely with others in a manner consistent with Snap's values.

  • Self-starter who is eager to learn and extremely detail-oriented, with an ability to manage multiple matters simultaneously, think creatively, and accommodate tight deadlines.

  • Proven ability to manage key initiatives, working closely with multiple stakeholders to drive projects to successful completion.

  • Excellent legal and business judgment, as well as outstanding writing, strategic-thinking, and analytical skills.

  • Comfort with operating in a fast-paced environment and working on ground-breaking legal and policy matters in an ever-changing legal, policy, and factual landscape.

Minimum Qualifications:

  • J.D. from an accredited university.

  • Active membership in at least one state bar.

  • 8+ years of proven experience advising clients, conducting legal research, and analyzing complex statutory requirements.

Preferred Qualifications:

  • Experience as a criminal prosecutor, or in-house or at a law firm advising technology companies on law enforcement response, trust and safety, product safety, and related matters.

  • Experience conducting criminal investigations into child sexual exploitation and investigating Terms of Service/Community Guidelines violations would also be valuable.

  • Preferred locations are Washington, D.C. and Santa Monica, CA.

Compensation

In the United States, work locations are assigned a pay zone which determines the salary range for the position. The successful candidate's starting pay will be determined based on job-related skills, experience, qualifications, work location, and market conditions. The starting pay may be negotiable within the salary range for the position. These pay zones may be modified in the future.

Zone A (CA, WA, NYC):

The base salary range for this position is $276,000-$414,000 annually.

Zone B:

The base salary range for this position is $262,000-$393,000 annually.

Zone C:

The base salary range for this position is $235,000-$352,000 annually.

This position is eligible for equity in the form of RSUs.

Our Story

The name may have changed over the years, but the commitment made when the forerunner of SNAP (Spokane Neighborhood Action Partners) formed in 1966 remains its guiding purpose today. SNAP’s mission was, and is, to provide people of low income with access to needed resources, and to help them make the kinds of connections that create opportunity. Our goal always has been to help build a vibrant community that treats everyone with dignity and respect by advocating for that which is fair, honorable and equitable.

The foundation for what is now SNAP got its start in the summer of 1966, when Father Frank Bach, then the director of Catholic Charities in Spokane, enlisted the assistance of the St. Vincent DePaul Society to establish three community centers, in Hillyard, East Central and West Central Spokane, each with a goal of helping low-income people meet their emergency needs as well as to provide a multitude of services within those communities.

These centers and the community-based programs they initiated were so successful that the Spokane Community Action Agency took over the administration of the neighborhood centers. Unfortunately, that agency lost its funding in the summer of 1973. The programs would have been lost were it not for the intervention of a number of community leaders. New funding was secured and Catholic Charities again administered the program.

Striving to fill growing needs, the Neighborhood Centers had developed an annual budget in excess of $4 million by 1985 and were growing beyond the scope of Catholic Charities. On September 12, 1985, with Tom Pleas as Director, the centers became Spokane Neighborhood Centers, Inc. The incorporators were: P.J. Grabicki, Thelma Pugh, Robert Huckabay, Sheri Barnard, Clarence (Bud) Barnes, Nora Beggs, Ed Stevens and Bill Fearn. The corporation adopted bylaws on December 10, 1985.

Five years after incorporation, leadership shifted with the announced retirement of Director Pleas. The agency’s associate director, Larry Stuckart, was formally named executive director in July 1992. Julie Honekamp assumed the role of SNAP and SNAP Financial Access CEO in June of 2011.

From 1985 through the present, the agency has expanded services to meet the needs of a growing population, proving itself to be more than just “neighborhood centers.” Through continuing expansion and a variety of programs, the agency strives to facilitate long-term solutions for the people it serves.

The agency officially became Spokane Neighborhood Action Programs in December 1991, a name chosen to reflect the breadth of the agency’s operations. In Sheri S. Barnard’s Mayoral Proclamation, the agency pledged to continue providing quality services and to ensure that Spokane remains a place that cares about its citizens. In 2008, the name was officially shortened to “SNAP” and legally changed to Spokane Neighborhood Action Partners.

With a re-energized mission, vision and values statement, as well as a new visual identity, SNAP continues to respond to individual and community needs by providing a range of opportunities that offer stability to our vulnerable neighbors and encourage economic self-sufficiency for those who are able.
