Who we are and what we do:

The Tennessee Department of Labor and Workforce Development is a state agency established to promote workforce development and improve workplace safety and health throughout the state.

How you make a difference in this role:

The Legal Division is seeking to fill the position of Associate Counsel to provide legal services to programs within the agency. The position is an executive appointment working under the Deputy General Counsel.

Job Overview:

The Associate Counsel is a working-level legal professional responsible for performing legal research, analysis, consultation, and representation for the Department. Employees in this class are expected to exercise independent judgment in interpreting and applying statutes, regulations, and policies while supporting agency operations and legal compliance efforts.

Key Responsibilities:

  • Provide legal advice, guidance, and consultation of Department leadership, program administrators, and staff regarding labor, employment, workforce development, administrative and regulatory matters.

  • Conduct legal research and analysis involving state and federal statutes, regulations, case law, policies, and administrative procedures affecting Department Operations and programs.

  • Draft, review, and revise legal documents including, but not limited to, policies, contracts, interagency agreements, business rules, pleadings, discovery requests and other legal correspondence.

  • Represent or assist in representing the Department in administrative hearings, appeals, investigations, and other legal proceedings before state and federal agencies, boards, commissions and/ or tribunals.

  • Review proposed legislation, rules, and policy changes to evaluate legal implications and operational impact on Department programs and services.

  • Support Department staff with investigations related to the business of the Department, including unemployment insurance, workplace regulations, workplace safety and health, and workforce development.

  • Provide legal training and technical assistance to Department staff regarding legal updates, compliance obligations, ethics, and administrative procedures.

Minimum Qualifications:

  • Graduation from an accredited college or university with a Doctor of Jurisprudence (J.D.) degree and an active license to practice law in the state of Tennessee.
