    JOB DESCRIPTION JOB TITLE: ASSISTANT SCHOOL BUSINESS ADMINISTRATOR/ASSISTANT BOARD SECRETARY REPORTS TO: Business Administrator/Board Secretary SUPERVISES: Business Office Staff CLASSIFICATION: Exempt UNION: Unaffiliated TENURE ELIGIBILITY: Tenured Position WORK YEAR 12 Months ANNUAL EVALUATION Performance of this job will be evaluated annually in accordance with state law and Board policy. JOB SUMMARY: To assist in the efficient administration of the district's business office operations by providing the Business Administrator with both recurring and special project accounting assistance while supervising Business Office staff members. QUALIFICATIONS: 1. NJ School Business Administrator Certificate or Certificate of Eligibility

    1. Bachelor's Degree in Accounting or its equivalent
    2. Demonstrates knowledge of school district laws and regulations related to GAAP, budgeting, purchasing and other business office functions
    3. Three years accounting experience in computerized accounting, including general ledger, financial statements, payroll and depreciation
    4. Superior problem solving skills along with ability to organize work, meet deadlines, and communicate effectively
    5. Highly motivated, energetic, and hard working with the ability to train, direct and supervise business office personnel
    6. Strong interpersonal and communication skills
    7. Such alternatives to the above qualifications as the Board may find appropriate and acceptable
    8. Required criminal history background check and proof of U.S. citizenship or legal resident alien status
    9. The successful candidate will need to reside in the state of NJ within one year of appointment. ESSENTIAL PERFORMANCE RESPONSIBILITIES:

    1. Prioritizes and delegates office work to insure timely completion CASH MANAGEMENT,
    2. Prepare monthly budget reports, Board Secretary's Report, and cash flow reports

    ACCOUNTING AND FINANCIAL REPORTING

    1. Ensure all bank accounts are reconciled in a timely fashion
    2. Establish billing routine to include tracking of all district initiated invoices
    3. Ensure proper and timely recording of financial transaction entries
    4. Maintain accounting policies and recommend changes to procedures to ensure financial transactions are following the appropriate controls
    5. Research and respond to General Ledger and reporting questions
    6. Maintain General Ledger GAAP chart of accounts
    7. Maintain and record fixed asset inventories in accordance with GASB 34, update and audit records as required
    8. Complete year end closing of accounts and prepare year end reports in preparation of the comprehensive annual financial audit
    9. Oversee transportation shared service accounting
    10. Complete special projects as assigned BUDGET ACCOUNTING
    11. Assist the Business Administrator with preparation and administration of the annual school district budget
    12. Oversee and direct all work relating to purchasing and accounts payable to include processing of invoices for payment
    13. Process employee expense reports in accordance with NJ Travel Regulations
    14. Oversee, coordinate, and manage Systems 3000 computerized accounting system
    15. Resolve, monitor, and process all accounts receivables to include billing and cash receipts/deposits PAYROLL 1. Oversee and coordinate payroll with budget
    16. Provide technical support and assistance and serve as back up in the absence of the payroll clerk PURCHASING 1. Assist with oversight of district purchasing for goods and services to ensure compliance with relevant NJ State purchasing laws and code
    17. Assist the Business Administrator with tabulation of bids and quotations as necessary in accordance with the NJ State Public Bid Laws

    1. Strong technology skills including experience with multiple accounting systems, data management, and Microsoft Office products
    2. Strong interpersonal and communication skills required to:

Upholds and enforces school rules, administrative regulations and Board policy.
    2. Ensures the proper use and maintenance of school property and protects school property from misuse, damage or destruction.
    3. Attendance in accordance with Board policy.
    4. Must be neat in dress and personal appearance.
    5. Performs other duties within the scope of his/her employment and certification as assigned by the Superintendent or designee.
