    ASSET MANAGEMENT SPECIALIST - SECTION 8
    Asset Management
     
    The West Virginia Housing Development Fund (the “Fund”), a quasi-governmental organization providing safe, decent affordable housing across West Virginia, is seeking qualified candidates for the position of an Asset Management Specialist in our Charleston Office. We are dedicated to increasing the supply of residential housing for individuals and families of low- and moderate-income.  We also provide construction and permanent mortgage financing to public and private sponsors of such housing.  To date, the Fund has issued more than $4.5 billion in bonds and has financed more than 165,000 housing units since it began operation in 1969.  The Funds mission is to ensure that all West Virginians has access to safe, affordable housing, which in turn helps to create stronger communities and a more prosperous West Virginia.

    Essential Functions:
    • Conducts on-site MORs, including the Fair Housing and Equal Opportunity (FHEO) checklist, of assigned projects to verify compliance with HUD regulations and requirements regarding occupancy issues. 
    • Reviews owner/management compliance with EIV requirements at time of MOR as specified in HUD regulations and/or HUD Handbook 4350.3.
    • Conducts analysis of information gathered during MOR and completes HUD Form-9834 Management Review Report describing conditions, criteria, cause, effect, and corrective actions. Documents identified conditions in a written report within a 30-day period.
    • Receives and replies to responses from owners/agents describing corrective actions.  Follows up and monitors corrective action until all findings have been closed.
    • Responsible for providing technical guidance and answers to Owner/Agent phone calls and/or emails regarding HUD occupancy requirements, including guidance on HUD Handbook 4350.3, all HUD Notices, and other HUD requirements.  Must stay informed and updated of all new HUD regulations related to Section 8 Project Based Housing Programs.
    • Completes work professionally, with attention to accuracy, thoroughness, technical knowledge, timeliness, and with the skills necessary to efficiently and effectively complete assigned tasks.
    • Research and interpret HUD policies, procedures, regulations and other legal documents as they pertain to performance of Management and Occupancy Reviews.
    • Other duties or assignments as needed when requested by management.

    Work Environment/Physical Demands:  The employee in this position spends a significant portion of work time driving and periodic overnight stays. When in the office, the employee sits at a desk and routinely uses standard office equipment such as computers, phones, etc. The position requires the ability to climb stairs, walk through multi-story buildings, and access all areas of a property during a review.
     
    Required Education/Experience:  High School Graduate (or GED) with a minimum of three years’ experience in the management and/or operation of multifamily rental housing facilities.  Knowledge of Microsoft Office products.
     
    Preferred Education/Experience:  Associate Degree in Accounting with a minimum of two years’ experience in property management. affordable rental programs, and/or federal program compliance. 
     
    Required Certificates/Licenses:  Valid driver's license. Certified Occupancy Specialist (COS) and MOR Certification preferred or ability to obtain within first year of employment.
