Charles County Government is a seeking a dynamic Aging and Disability Resource Center Program Specialist to perform program planning and implementation and administrative support work for the Aging and Disability Resource Center, known locally as the Maryland Access Point (MAP) of Charles County. Specialist will provide comprehensive future planning and Options Counseling for MAP and the Money Follows the Person (MFP) initiatives, as assigned.

Essential Job Functions

  • Plans, organizes, and implements select aging and disability service programs and activities in support of the Aging and Disability Resource Center (ADRC) known locally as the Maryland Access Point of Charles County (MAP).
  • Manages special projects and seasonal programs on behalf of the Division or Department.
  • Provides information and supported decision making for persons regarding health insurance options and assists constituents with applications to enroll in Medicare, Medicaid, Affordable Care Act programs and other publicly funded services.
  • Assists in providing information and benefit application assistance via telephone and for walk in clients, family members, community agencies, and organizations relevant to aging and disability support programs and services.
  • Makes referrals to coordinate with appropriate agencies, community partners, or programs for home and community-based services. Educates individuals and groups regarding available service options and nursing home diversion programs.
  • Works in collaboration with designated community partners to represent the Department on special projects and seasonal community service initiatives such as the Adopt-A-Senior in Christmas Connection, application and outreach for Maryland Energy Assistance Programs, assistance with the annual AARP Income Tax Preparation Services, and housing modifications for disabled or elderly clients through the Christmas in April and Accessible Homes for Seniors programs.
  • Oversees the inventory, maintenance, and distribution of items from the Division's durable medical equipment loan closet. Monitors supply distribution and receives returned equipment owned by the Division. This includes sanitation, safety check, or disposal of returned equipment as needed.
  • Prepares and maintains written and electronic confidential records, performs data entry, reviews associated statistics, assists with bookkeeping, donation collection, and organizes files and reports as assigned.
  • Promotes Division programs and activities to the public. Represents the agency at community outreach events and expos, provides offsite information, assistance, benefits coordination, and Options Counseling to constituents as scheduled at offsite locations, including private residences.
  • Participates in financial processing; operates within budgetary constraints.
  • Recruits, trains, supervises, and places volunteers within assigned program areas.
  • Assists client with enrollment for prescription drug plans.
  • Performs other related job duties as assigned.

Qualifications, Knowledge, Skills, and Abilities

Education and Experience:

Associate degree in human services or related field. Two (2) years of human services experience; or an equivalent combination of education, experience, and training.

Licenses or Certifications:

Must possess a valid drivers license.

National Certification from the Alliance for Information and Referral Systems (AIRS) -must possess within 6 months of employment Maryland Certification for State Health Insurance Program (SHIP) - must possess within 6 months of employment.

Special Requirements/Qualifications:

Work is subject to frequent interruptions.

Knowledge, Skills and Abilities:

  • Knowledge of program planning, implementation, and administrative support procedures applicable to the countys aging and disability services and programs.
  • Knowledge of local and regional community resources for home and community based long-term care.
  • Knowledge of effective methods and techniques of counseling elderly and disabled persons and their families.
  • Knowledge of physical, behavioral, social and health needs of elderly and disabled populations.
  • Knowledge of PC operations, including utilization of specialized software for performance measures and billable activities for reimbursement by state and federal grants.
  • Skill in planning, implementing, and promoting program activities and providing related administrative support.
  • Ability to carry out own daily assignments, follow through on matters, and use independent judgment and training to take appropriate actions to deal with standard recurring situations.
  • Ability to perform program planning and implementation and administrative support work efficiently.
  • Ability to prepare and maintain written and electronic confidential records and prepare related reports.
  • Ability to communicate effectively orally and in writing.
  • Ability to effectively represent the Division at community events, educational and outreach opportunities.
  • Ability to establish and maintain effective working relationships with others encountered in the work.

PHYSICAL DEMANDS

The work is mostly sedentary with periods of light to moderate physical activity and is performed in office and senior center surroundings. Typical positions require workers to walk or stand for long periods; lift and carry up to 50 pounds; climb stairs, bend, reach, hold, grasp, and turn objects; and use fingers to operate computer or typewriter keyboards; and the ability to speak normally and to use normal or aided vision and hearing. This position may come in contact with some bodily fluids, but proper safety supplies are provided.

WORK ENVIRONMENT

Principal duties of this job are performed in a general office environment. Field work in community facilities and client homes as needed.
