Job Description:

As an Accounting Associate II within the Recovery Division, you will be responsible for:

• Receiving, distributing, and processing cash, checks, credit card and ACH payments daily from DHHS offices statewide.

• Recording all incoming receipts appropriately upon arrival to ensure proper tracking and reporting, making sure all payments are accounted for in the general ledger within three business days.

• Reviewing and verifying backup, preparing for the mail currier's pickup/ delivery, and monitoring the Cash Management team's electronic mailbox for proper work distribution.

• Preparing and processing payment transactions for our Benefit Recovery line of business as well as completing monthly credit card documents for DHHS merchant accounts and MaineCare enrollment fees.

• Identifying priorities, organizing and delegating work to team members, in coordination with management expectations.

This position serves as the first point of contact for this team; responding to inquiries, resolving issues and determining if situations require escalation to management. This position will also be responsible for reviewing overall cash management operations, looking for areas of improvement, implementing necessary process changes and/or identifying operational efficiencies that can be gained by standardizing processes. Aside from contributing to the timely flow of transactions you will work with internal and external customers to appropriately deposit funds and identify opportunities to improve and standardize process. The successful candidate should possess excellent communication skills, extraordinary attention to detail and the ability to foster interpersonal relationships with co-workers, internal and external customers alike.

Minimum Qualifications:

Entry-level to intermediate Training, education, and/or experience in office and administrative support functions demonstrating competency in conducting research, compiling data, providing customer assistance, and using independent judgement to make determinations on routine business matters. All positions in this classification assume the qualifications of: Accounting Associate I.

The backgrounds of well-qualified candidates will demonstrate the following competencies:

• Possess good critical thinking skills, be flexible and adaptable to a fast-paced environment.

• Proven ability to effectively schedule work, delegate, instruct, review and monitor the work of support staff.

• Prior experience and/ or education which demonstrates knowledge of GAAP/ GASB, analyzing accounting data, and accounting reconciliations.

The DHHS Financial Service Center is responsible for program accounting, cash management and revenue/expenditure controls for the Department of Health and Human Services (DHHS). The Service Center provides budgetary and fiscal analysis for many complex areas within DHHS, including TANF (i.e. Temporary Assistance for Needy Families) and MaineCare (Maine's Medicaid Program).
