The office of the Special Commissioner of Investigation for the New York City School District (“SCI”) is seeking an experienced, self-motivated candidate to serve as a Supervising Investigator / Confidential Investigator for a team tasked primarily with investigating allegations related to misconduct other than sexual misconduct involving students. The successful candidate will work on highly confidential and sensitive investigations concerning criminal activity, unethical conduct, and sexual misconduct within the New York City School System.

<p tabindex="0">The Office of the Special Commissioner of Investigation for the New York City School District (“SCI”) has broad authority to investigate wrongdoing by employees, contractors, and vendors doing business with the New York City Department of Education (“DOE”) - the nation’s largest school district.  SCI performs highly confidential and sensitive investigations concerning corruption, misconduct, or other illegal, unethical or improper activities, both within and outside of the DOE, and seeks to develop and implement plans and programs to prevent such illegal, unethical or improper practices.  The office also serves as the Inspector General for the Teachers' Retirement System of the City of New York and the New York City Board of Education Retirement System.</p>

The duties of this position include, but or not limited to, the following: Supervises a team of investigative staff and overseeing all day-to-day activities, including planning and assigning work; Directs the financial and insurance fraud referral intake process under the general supervision of the Chief Investigator including reviewing referral assessment summaries, handling public complaints, and identifying emerging fraud patterns and trends; Liaises with the Field Operations team leaders to assign intelligence support and analysis tasks to enhance field operation investigations; Monitors staff performance to ensure that incoming fraud referrals are being addressed efficiently, effectively, and in accordance with Bureau policy and New York law; Provides direction and support to staff on complex matters and research and investigative techniques and strategies; Reviews staff work product to provide positive and constructive feedback to help staff achieve their investigative objectives while advancing their professional development; Raises critical investigation findings and conclusions to Bureau management and recommends solutions to achieve successful outcomes; Ensures sensitive matters and confidential information are protected and only shared with individuals that need to act upon the information; Manages staff training to ensure their continued professional development; Expertly presents case material to senior-level government and law enforcement authorities; Competently represents the Bureau at official meetings and maintains meaningful partnerships with federal, state, and local law enforcement entities; Manages administrative matters including task assignments, time sheet verifications, and overtime approvals; Conducts staff annual performance evaluations; Assists in the Bureau's special projects and other assignments as needed; and. Through engagement, data-driven regulation and policy, and operational excellence, the Department and its employees are responsible for empowering consumers and protecting them from financial harm; ensuring the health of the entities we regulate; driving economic growth in New York through responsible innovation; and preserving the stability of the global financial system.

An Associate degree or 60 credits from an accredited college, with specialization in police science, criminal justice or law enforcement and either one (1) year of full time satisfactory experience as a police officer or deputy sheriff of an authorized police department or sheriffs office or one (1) year of full time satisfactory experience performing criminal investigations in which field work comprised a substantial part of the duties; or. The responsibilities of the position include, but are not limited to the following: Conduct investigations on a wide variety of matters, including but not limited to: cold case homicides; organized crime; narcotics; identity theft; financial crimes; violent crime; special victim cases; domestic violence; welfare fraud; child abuse; gangs; hate crimes; firearms.
