JOB TITLE: Recreation Specialist

BUSINESS TITLE: Youth Sports Coordinator

This position¿s pay level is NF-02/03. At the entry level, the incumbent will perform substantially the same duties and responsibilities in the developmental capacity under closer supervision. The incumbent is required to successfully complete all training requirements, gain specialized experience and be recommended by the supervisor prior to advancement to the target grade level.

INTRODUCTION:

The primary function of the position is to serve as a Youth Sports Coordinator to plan and coordinate the youth sports and fitness program in order to stimulate youth to participate in and experience a variety of ongoing activities that will improve and maintain their physical well-being and promote good lifetime health maintenance skills. The program serves a diverse population of active duty, reserve, and retired military, their family members, civilians, and other authorized customers to include the local national community in and around the installation.

DUTIES AND RESPONSIBILITIES:

Plans, organizes, coordinates and directs a comprehensive youth fitness/sports program including major and minor events, team sports, and competitive events for a moderately large overseas area encompassing seven geographically separate and distinct housing areas island-wide, with a participant population of over 2,500 youth, ages 5-18. Organizes sporting events and complies by-laws relative to the eight different age divisions and five different sporting seasons such as Basketball, Cheerleading, Soccer, Baseball, and Softball. Ensures that programs are properly organized and supported to maintain a high level of patron satisfaction and encourage their long-term participation. Displays positive and professional interactions with customers.

Sorts, separates, and builds youth teams by organizing large quantities of registration forms and processing them to produce highly organized and fun events. Oversees practices and games/tournaments.

Assists in preparation of supporting data for new plans and budget requirement recommendations. Presents and implements written plan(s) to staff members. Prepares required after action reports, season tournaments standings; Sports Official usage reports; and such other occasional reports as required by the Youth Sports Program Supervisor and/or Assistant Youth Sports Director. Attends staff meetings and recommended training programs and conferences as required and/or directed. Participates in professional organizations that work for the improvement of Youth Sports programs.

Recruits, trains and supervises approximately 300-volunteers, critical to the execution of the Youth Sports/Fitness program. Monitors coaches¿ performance and compliance with Marine Youth Activities/Sports and National Youth Sports Coaches Association (NYSCA) policies and guidelines.

Ensures all volunteer coaches are vetted before they begin their volunteer responsibilities.

Collects and prepares legal documents for mandatory criminal background checks on coaches and certifies them under the NYSCA guidelines.

Conducts volunteer coaches¿ meetings at different housing areas over a course of three days to expand on the rules, regulations, and schedule of events.

Major Duties

Coordinates administrative support provided by the Marine Youth Centers for youth sports/fitness programs. Maintains liaison with other military services, organizations, and local national community to coordinate youth sports program interactions. Assists with promoting friendship activities with the local host country and organizations.

Ensures facilities are properly prepared for use, assists as necessary, and performs minor maintenance as required. Ensures that facilities are designed and prepared according to the specific governing rules of that sport and league. Assists in maintaining sports grounds, such as ball fields and other assigned recreation areas, in proper playing condition.

Receives, stores, issues, and inventories a wide variety of Youth Activities equipment, supplies and uniforms. Conducts inventories of resources (uniforms, equipment, supplies) by maintaining an accurate perpetual record listing of items (expendable and non expendable) stored in the MCCS Central Warehouse System and Youth Activities Warehouse. Monitors record listings to assure all stock levels are maintained. When stock usage drops, coordinates with Youth Sports Program Supervisor to reevaluate stock levels. Determines when levels approach their reorder point. Advises Youth Sports Program Supervisor and/or Assistant Youth Sports Director when stock levels require replenishing, ensuring adequate levels are maintained to support Youth Sports Programs. Ensures supplies and equipment are safeguarded and secured at all times and ensures proper resource protection procedures are followed.

Controls the automated Consolidated Memorandum Receipt (CMR) records for all property issued to all Youth Activities accounts. Prepares all change of inventory documents, updating and validating the CMR prior to inventory dates. Monitors the transfer of all property between assigned accounts, coordinating with affected responsible offices to ensure consistent and accurate property records.

Follows up on all outstanding Equipment Custody Record (ECR) cards by telephoning coaches and/or parents to arrange turn-in dates and procedures. Examines assigned Youth Sports/Fitness resources for defects. Turns in unserviceable equipment. Makes minor repairs on broken or defective parts as needed (e.g., batting helmets, webbing, nets, etc.) or obtains replacement parts from stocks. Ensures replacement items meet required needs/standards.

Monitors a very extensive equipment issue program and applies reasonable control measures to maximize usage of supplies and equipment. Conducts inventory to ensure supplies and equipments are adequately stored and maintained. Ensures the Youth Activities Warehouse is maintained in a neat and organized manner.

Adheres to fire and safety regulations in maintenance of Youth Sports/Fitness resources.

Operates government motor vehicles with a gross vehicle weight of 1 1/2 ton through Military Installations, public roads, and/or expressways. Responsible for selecting routes and obeying all traffic laws and safety regulations. Loads and unloads cargo by hand. Performs routine operator vehicle maintenance. Ensures all Marine Youth Sports/Activities vehicles are turned in for inspection as required. Operates low speed off road vehicles as required.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner in person, on the phone, emails, and via approved social media sites. Acknowledges customers, smiles and makes eye contact. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise.

Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Performs other related duties as assigned.

WORKING CONDITIONS:

¿ May be exposed to the risks associated with any sports, fitness and recreation programs, and transportation of supplies and equipment.

Qualifications

BASIC REQUIREMENTS:

  1. Must be at least 18 year of age.

  2. To be hired at NF2, candidate must have a minimum of one year experience in related field.

To be hired at NF3, candidate must Three years work experience in related field that demonstrates the ability to apply the principles of the specialty areas of recreation; Relevant education may be used as a substitute for experience .

  1. Must be able to obtain CPR/First Aid/AED certification.

  2. Must be able to successfully complete the National Alliance for Youth Sports ( NAYS ) Certified Youth Sports Administrator (CYSA) clinic-training program.

  3. Must be able to perform prolonged periods of standing, walking, bending, twisting, stooping, occasional heavy lifting and carrying objects weighing 45 pounds (20 kg) with assistance.

  4. Must be able to accommodate a flexible work schedule to include weekends, holidays and night time (Nights, weekends, and holiday work is required particularly when special and strategic events are scheduled and during periods of staff shortages).

  5. A valid Government Owned Vehicle (GOV) operator¿s permit is required for the performance of duties for this position. Inability to obtain or maintain appropriate GOV licensing may result in termination for lack of qualifications. The incumbent is required to obtain required GOV licenses within 30 days of hire.

  6. Must pass a pre-employment and annual health checks thereafter, provide evidence of immunization and be free from communicable disease.

QUALIFICATION REQUIREMENTS:

  1. Knowledge of and experience in carrying out youth sports or other related recreation and sports programs through proper application of the applicable principles, concepts and techniques.

  2. Experience in successfully leading a large and diverse volunteer group within a broad range of environmental and physical conditions.

  3. Knowledge of practical business management, property control, , e-commerce, inventory and retail management, and computer skills (Microsoft Word, Excel, PowerPoint, etc.).

This position is designated as a Position of Trust, and the incumbent must be eligible for a background check. Must be able to obtain and maintain a National Agency Check with Inquiries and State Criminal History Repository Check (Tier 1) with Childcare background checks which are required for positions that involve working with children under 18 years of age.
