Workforce District Director

The District Director for Workforce and Economic Development provides strategic leadership for a district-wide portfolio of workforce programs, industry partnerships, and community engagement initiatives designed to strengthen the regional talent pipeline and support economic growth. This position translates executive direction and District priorities into workforce strategies, operational plans, and service delivery models that connect education and training opportunities with high-demand careers and evolving labor market needs.

The District Director leads the planning, implementation, and evaluation of workforce and economic development initiatives; oversees program resources, budgets, grants, and compliance requirements; and uses labor market data and industry trends to inform strategy and program development. The position works collaboratively across colleges and District departments and builds strong partnerships with employers, industry associations, community organizations, public agencies, and other regional stakeholders to advance shared workforce and economic development goals.

The District Director also provides leadership and guidance to assigned professional, technical, and administrative staff, supporting accountability, collaboration, and effective program delivery. Success in this role is demonstrated through measurable outcomes such as program performance, employer engagement, student career outcomes, and contributions to regional workforce and economic development priorities.

Essential Functions

30% - Program leadership, strategy, and operations oversight:

• Leads district-wide workforce and economic development programs, including setting strategic direction, aligning initiatives with labor market demands, facilitating industry advisory and ensuring effective delivery of services that support regional economic growth

20% - Staff supervision, coaching and professional development, and performance management:

• Oversees and develops multidisciplinary teams, providing ongoing coaching, evaluating performance, and fostering a collaborative environment focused on innovation and student and employer outcomes

10% - Strategic planning, reporting, and executive support:

• Translates board and executive leadership priorities into actionable plans, prepares high-level reports and data insights, and supports decision-making through strategic analysis of workforce trends and program outcomes

10% - Compliance, policy interpretation, and regulatory adherence:

• Ensures all programs meet federal, state, and local workforce regulations, grant requirements, and district policies, maintaining accountability and minimizing risk across funding streams

10% - Cross-functional coordination with stakeholders and partners:

• Builds and maintains partnerships with employers, industry leaders, community organizations, and educational institutions to align training programs with workforce needs and expand economic opportunities

10% - Subject matter expertise, analysis, and recommendations:

• Serves as a workforce development expert, providing guidance on industry trends, funding opportunities, and program improvements to enhance impact and sustainability

10% - Special projects, initiatives, and other duties:

• Leads or contributes to district-wide initiatives, task forces, and special projects, supporting innovation, grant development, and continuous improvement efforts across the organization
