The Office of Workforce Development (OWD) is a key division of Louisiana Works managing programs in workforce training, job placement, apprenticeships, and business engagement. Through collaboration with local boards, educational institutions, and industry partners, OWD aims to improve economic mobility for job seekers and ensure Louisiana employers have the skilled talent they need, contributing to the state's economic growth.

The Workforce Development Specialist 1/2/3/4 position serves as an Integrated Employment Specialist, responsible for delivering employment, re-employment, employer engagement, and program support services across multiple workforce development programs. The position operates within an integrated service delivery model that allows for appropriate allocation of time and funding across programs while ensuring continuity of services, regulatory compliance, and high-quality service delivery.

The incumbent applies comprehensive knowledge of workforce development programs, policies, and information systems to support job seekers, employers, and internal operations. The position works collaboratively across programs to meet service delivery, performance, and reporting. The incumbent also supports special projects, events, and provides labor market information as part of workforce strategies.

Minimum Qualifications

Three years of experience in workforce development, administrative services, or social services; OR

Six years of full-time experience in any field; OR

A bachelors degree.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Provides a full range of employment-related services to job seekers across multiple workforce programs, including assessment, career exploration, and job search assistance, referrals, and placement activities.
  • Interviews job seekers to identify and evaluate occupational interests, knowledge, skills, abilities, and barriers to employment in order to determine appropriate services and job placement opportunities.
  • Analyzes work experience, education, personal characteristics and other relevant factors; evaluates information for placement purposes; and assigns the correct occupational code.
  • Assists in identifying and addressing barriers to employment by coordinating barrier-reduction services, including connections to transportation, childcare, and services addressing emotional or behavioral challenges that impact employability.
  • Develops, implements, and coordinates individualized service strategies and employment plans in accordance with federal and state workforce policies and procedures.
  • Supports program operations across multiple workforce programs in compliance with federal, state, and local policies, procedures and funding requirements.
  • Works collaboratively across workforce programs to support integrated service delivery model.
  • Serves as a resource to staff and partners regarding workforce services, eligibility criteria, processes and system navigation.
  • Performs other duties as assigned.

Positions maybe domiciled in various parishes throughout the state. Placement will be determined by staffing needs.
