Position Summary
Perform functional and technical Land Mobile Radio Network (LMRN) Systems and subscribers support: install, maintain and repair all aspects of communications on the City of Albuquerques private LMRNs including but not limited to local area networks (LAN), virtual local area networks (VLAN), subscribers (Portables and Mobiles), and microwave radio networks. Provide administrative management services on all networks and LMRN security both at the network and subscriber equipment level. Candidate is expected to have fundamental knowledge of LAN configuration and operation, radio frequency (RF) theory, electronic components and theory, RF systems and various hardware and software applications from LMRN manufacturers.

Essential and Supplemental Functions
ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.
- Monitor performance, identify problems, troubleshoot and resolve issues for the City of Albuquerque LMRNs through Unified Event Manager and its alarm emails.
- Assist in the operation and maintenance of LMRN PC based dispatch terminals and peripherals to include but not limited to LMRN connectivity, third party system interfaces and hardware/firmware/software updates.
- Install, maintain, repair and/or replace LMRN PCs, servers, central communication core components, microwave radio equipment, transceivers, GPS timing, multiplexors, conventional and trunked two way radio communications systems; to include radio base stations, mobile radios and remote systems and consoles in city wide locations including vehicles and public works site locations, and other various systems and components.
- Perform backup procedures for LMRN PCs, servers, central communication core configurations, and third-party system settings. Maintain all files in an efficient manner and coordinate backup/restoration procedures with users as needed.
- Perform preventive maintenance as required by the Federal Communications Commission, making adjustment or repairs as needed; maintain and operate a variety of radio communication maintenance and repair equipment including a radio service monitor, oscilloscope, volt meter and soldering equipment.
- Coordinate with users in order to arrange any LMRN system downtime needed to perform preventative maintenance and report any deviations to maintenance schedules to higher level management staff.
- Generate reports as needed for higher level management and users using the LMRNs various administrative, management and monitor systems. Reports include but are not limited to LMRN availability, LMRN efficiency, user activity, number of users, parts and materials needed for repairs.
- Perform software, firmware and hardware upgrades based on availability and manufacturer recommendations for all equipment (Infrastructure, Subscribers, etc.) used on the system.
- Create and update maintenance records of the LMRN; document additions, deletions and revisions to LMRN components, configuration, wiring, operating parameters and functionality.
- Use accurate and proper work methods and techniques and ensure they are following applicable standards and specifications, by implementing work orders for all repairs performed and ensuring paperwork is completed in satisfactory manner.
- Coordinate and conduct end user training; to include dispatch center personnel regarding system usage, functionality, and system outage backup procedures; end users may include sworn positions with Police and Fire in their usage of portable and mobile radios.
- Respond to emergency situations as required, to variable locations across Albuquerque proper.; on call 24-7 during scheduled on call rotation.
- Perform technical duties and diagnostic testing in the repair and maintenance of a variety of conventional and trunked two-way radio communications systems and portable/mobile radios, radio base stations and related equipment.
- Keep a detailed inventory of all LMRN assets, by assisting in the annual inventory review process; determine stock levels; label stock items; recommend items to be discarded or returned to supplier.
SUPPLEMENTAL FUNCTIONS:
- Maintain various Local Area Network components and systems not directly related to the LMRN.
- Perform research on third party systems and their integration into the LMRN.
- Provide assistance in the installation of LMRN systems as assigned.
- Attend and participate in professional group meetings; stay abreast of new tends and innovations in the field of information systems.
- Perform related duties and responsibilities as required.
Minimum Education, Experience And Additional Requirements
Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.
Bachelors Degree from an accredited college or university in engineering, information systems, or computer science; and
One (1) year experience related to any combination of the following areas:
- mobile radio network systems
- local area networks
- virtual area networks
- two-way radio system repair and maintenance
- microwave radio networks
Required to respond to emergency maintenance and repair calls on a 24-hour basis.
ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Drivers License or the ability to obtain by date of hire.
Possession of a City Operators Permit (COP) within six (6) months from date of hire.
Possession of a valid Federal Communications Commission General Radiotelephone Operator License (PG) within six (6) months from date of hire.
Successful completion of a Criminal Justice Information Services (CJIS ) background check and fingerprinting within six (6) months from date of hire.
Working Conditions
Environmental:
Office and outdoor environments; exposure to computer screens, electrical energy; may be required to work at multiple worksites; inclement weather conditions; limited exposure to dust, grease, and noise.
Physical:
Essential and supplemental functions may require maintaining physical condition necessary for sitting for prolonged periods of time; extensive use of computer keyboard and computer display; travel from site to site, moderate to heavy lifting and movement of equipment; bending, stooping, kneeling, climbing up and down communication towers and mountainous terrain; weather conditions may require snow shoeing and/or hiking up to mountain sites to perform system repairs.
