Main Purpose of Job
The primary purpose of this position is to fulfill duties and responsibilities required by the agency to implement and manage Marylandâs Eligible Training Provider List (ETPL) as required under the Workforce Innovation and Opportunity Act (WIOA). The position will manage the collection, analysis, and reporting of program performance data required by WIOA from workforce training providers serving Maryland citizens.
POSITION DUTIES
MINIMUM QUALIFICATIONS
Education:Â Â Â Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience:Â Six years of administrative staff or professional work.Â
Notes:
Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
Candidates may substitute the possession of a Bachelor''s degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.Â
Candidates may substitute the possession of a Master''s degree from an accredited college or university for five years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The following qualification is preferred, not required. However, if you have this experience it must be detailed in the job duty section on your application.
SQL and Database reporting integrity.Â
At least three (3) years of experience working with training providers, providing excellent customer service, and understanding program descriptions, costs, and performance metrics.
At least three (3) years of experience collecting data, compiling statistics, and preparing analytical reports for federal programs.
Knowledge of the Workforce Innovation and Opportunity Act (WIOA), Eligible Training Provider List (ETPL) functions, and related federal responsibilities.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator''s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Leave Benefits
Our generous leave package for permanent State employees includes from ten to 25 days of annual (vacation) leave per year, depending on seniority, as well as six personal days each calendar year. In addition, the State offers eleven paid holidays and fifteen days of sick leave per year.

Employees with the State of Maryland are eligible to participate in the Federal Public Service Loan Forgiveness Program. â Participants that meet all requirements may qualify for forgiveness on the remaining balance on his or her Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position. â
