POSITION SUMMARY

We are pleased to offer the opportunity to work as a Wetlands Program Manager within the DuPage County Stormwater Management Department.

Hybrid work schedule is available upon completion of a 6-month probationary period and supervisor approval.

RESPONSIBILITIES

Responsibilities:

  • Directs the work of subordinate staff engaged in stormwater permitting, drainage, and wetland projects
  • Recommends hires and promotions, directs and evaluates employment decisions for all assigned positions
  • Coordinates stormwater permitting with other county permitting divisions
  • Manages the wetland permit division ensuring efficient Stormwater Management permit flow
  • Manages the processing of internal County Projects with regard to wetland permitting issues
  • Oversees the County's wetland bank program in association with Federal agencies
  • Oversees the wetland mitigation and wetland enforcement tracking procedures in coordination with wetland staff
  • Assists with audits of Full Waiver Communities
  • Coordinates with various agencies and engineers in order to ensure compliance with agreements and permits
  • Assists with the support of the municipal engineers, village administrators and consultants in the development and implementation of plans
  • Assists with the negotiation of contracts with private environmental and engineering consultants for permit review and municipal permit program audits
  • Provides training to the public on the DuPage County Countywide Stormwater and Flood Plain Ordinance (DCSFPO)
  • Reviews, prepares and presents reports to various committees
  • Keeps abreast of Federal, State and local regulatory requirements
  • Coordinates with regulating agencies to obtain permit review authorization
  • Assists with establishing agreements, policies and procedures which are compliant with DuPage County Countywide Stormwater and Flood Plain Ordinance (DCSFPO) and other intergovernmental agreements
  • Performs complex permit reviews
  • Provides guidance to staff and engineers on DuPage County regulations related to wetlands and best management practices
  • Responds to questions from County Board members, County Department Heads, outside agencies and the general public related to wetlands and best management practices
  • Coordinates and implements regulatory requirements for the Stormwater and Floodplain Ordinance
  • Maintains regular attendance and punctuality

REQUIREMENTS INCLUDE

Requirements include the following experience or equivalent combination of training and experience:

  • Completion of a Bachelor of Science degree in Environmental Science, Environmental Engineering, Environmental Planning, Biology, Natural Resources or related field

  • Six (6) years of experience in the management and mitigation of natural areas, administration of a water resources and/or regulatory program plus knowledge of local wetland permitting including 3 years of project management or supervisory experience

  • This position requires certification as a Professional Wetland Scientist

  • Must possess and maintain in good standing a valid Illinois driver's license
