ABOUT US
The Office of the County Executive is responsible for implementing the policy direction of the Marin County Board of Supervisors and supporting the effective delivery of public services across 22 departments. The office provides leadership on countywide initiatives, coordinates interdepartmental and cross-jurisdictional programs.
Our work includes advancing the Board's strategic priorities, overseeing the County's $902 million budget, and leading cross-cutting efforts in housing, climate, equity, economic vitality, state and federal legislative advocacy, emergency preparedness, homelessness, and more.
ABOUT THE POSITION
The West Marin Municipal Services Manager (Principal Administrative Analyst classification) is part of the Office of the County Executive's newly established Economic Vitality and Municipal Services division. The West Marin Municipal Services Manager serves as a key liaison between the Office of the County Executive, County departments, public agencies, community organizations, and residents to advance strategic priorities and investments, strengthen economic and community vitality, and improve County services throughout unincorporated West Marin.
The West Marin Municipal Services Manager ("Manager") is part of a four-person team that also includes a Marin City Municipal Services Manager (Principal Administrative Analyst, currently filled), an Administrative Analyst III (currently vacant)- all three positions reporting to a Director of Economic Vitality and Municipal Services. A key part of this role will be connecting the County's Economic Vitality work with the distinct needs, assets, and opportunities of West Marin. Economic vitality looks different across Marin's varying in communities, and in West Marin, it is closely connected to affordable and workforce housing, agricultural lands, small businesses, access to jobs and employment resources, mitigating visitor impacts, and the long-term resilience of rural communities. The Manager will work closely with the Economic Vitality and Municipal Services team to ensure implementation of the County's Economic Vitality Roadmap is responsive to West Marin's needs.
The Manager will lead complex projects involving housing, public infrastructure, community investment, agriculture, economic vitality, and other priorities affecting West Marin communities. The position will combine sophisticated research and analysis with cross-departmental coordination to evaluate community needs, assess County programs and investments, develop policy and funding recommendations, and help County leadership make informed decisions about West Marin priorities and the strategic deployment of public resources.

This is a highly collaborative and analytical position requiring the ability to move between community engagement, public policy, financial and technical analysis, report writing and presentation, and implementation. The Manager will be expected to develop a deep understanding and connection to the West Marin's communities and needs and translate that understanding into actionable County strategies and investments.
The Manager will serve as a visible, trusted, representative of the County in West Marin. This is a professional role that helps carry out the policies and priorities established by the Board of Supervisors, communicates County programs and decisions clearly and accurately, listens to community concerns, exercises sound judgement, and connects residents and partners with appropriate County departments and resources. Building credibility and maintaining productive relationships with West Marin communities will be essential to the role.
The position will regularly work from and be present in West Marin 1-2 days per week, providing a County presence and building sustained relationships with residents, community organizations, businesses, special districts, and other local partners. The remaining days the Manager will be onsite at the Marin County Civic Center, with flexibility for remote work one day per week.
Key Responsibilities
Manage and implement the West Marin Infrastructure Fund, a Board-established funding initiative supporting strategic capital investments in West Marin. The Fund addresses infrastructure needs associated with visitor impacts while also supporting priorities such as improvements to community facilities, public safety infrastructure, and other critical local assets. This includes evaluating potential investments, analyzing project costs and funding opportunities, coordinating with County departments and outside agencies, developing recommendations, monitoring funded projects, and helping leverage County resources with state, federal, philanthropic, and other funding sources.
Serve as a principal liaison between the Office of the County Executive and County departments providing services in West Marin, helping identify gaps, resolve complex issues, and ensure County investments and programs respond effectively to community needs. This requires close coordination with Public Works, Community Development Agency (planning and zoning, environmental health, housing), Marin County Parks, Marin County Fire, Agricultural Weights and Measures, economic vitality, communications, and other County functions.
Serve as a central point of connection for West Marin's special districts and external public agencies, including federal, state, and local land managers whose decisions and services significantly affect West Marin communities.
Help advance West Marin priorities for the County's Economic Vitality Roadmap, working closely with the Director to identify and advance opportunities appropriate to West Marin's rural communities and economy. This includes affordable and workforce housing, job and employment resources, small business support, agricultural vitality and diversification, visitor impacts, workforce needs, and other strategies.
Lead and coordinate projects addressing some of West Marin's most significant long-term challenges and opportunities, including:
Septic and wastewater infrastructure, including evaluating financing strategies and community-scale solutions.
Housing, including partnerships with nonprofit affordable housing organizations.
Community facilities and public safety infrastructure, including identifying and advancing priority capital investments.
Agriculture and working lands, including opportunities to strengthen and diversify agricultural businesses and products.
Local business and economic diversification, in coordination with County economic vitality and community development efforts. This includes supporting local efforts to revitalize the West Marin Chamber.
