JOB SUMMARY This position is responsible for managing the Citys water supply and treatment operation to maintain an adequate supply of raw water and to deliver high quality potable water to customers. MAJOR DUTIES Oversees the operations of two surface water treatment plants, an intake diversion facility, and a mountain reservoir/dam facility. Administers City water rights. Develops budget recommendations for operations of the water supply and treatment facilities. Ensures compliance with relevant federal and state regulations; gathers data and prepares reports to demonstrate compliance. Coordinates the renewal of state Department of Environmental Quality discharge permits; gathers data and prepares discharge monitoring reports as required. Prepares and administers facilities budgets; identifies and prioritizes needed improvements. Hires, trains, directs, supervises, evaluates and disciplines personnel; reviews and approves timecards and leave requests. Develops, implements, reviews and updates policies and procedures, including an emergency action plan for the Twin Lakes Dam and an emergency response plan/process safety management plan for regulated substances. Oversees and the management of the Supervisory Control and Data Acquisition (SCADA) system. Ensures compliance with U.S. Army Corps of Engineers permit, U.S. Forest Service permit, Wyoming Game and Fish and State Engineers Office requirements. Develops and implements maintenance procedures. Maintains, evaluates and analyzes plant records and reports for accuracy and completeness. Schedules and conducts weekly meetings/training sessions. Assists in preparing presentations to staff and City Council. Manages the divisions fleet program for vehicles and equipment purchases and replacements. Monitors and reviews construction progress. Implements, updates and utilizes asset management program. Performs related duties. KNOWLEDGE REQUIRED BY THE POSITION Knowledge of water treatment principles, operations, and equipment. Knowledge of chemistry, mathematics, and biology. Knowledge of dam safety principles and practices. Knowledge of conservation and wetland preservation. Knowledge of department and city policies and procedures, and federal, state, and local laws and regulations. Knowledge of computers and job -related software programs. Skill in the interpretation of plans, maps, and specifications. Skill in the operation and maintenance of mechanical and electronic equipment. Skill in planning, organization, and decision making. SUPERVISORY CONTROLS The Utilities Director Manager assigns work in terms of division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities. GUIDELINES Water Supply and Treatment Superintendent, Water Treatment Page 3 Guidelines include federal EPA and state DEQ drinking water regulations, uniform plumbing and electrical codes, OSHA regulations, National Pollution Discharge Effluent Standards, Army Corps of Engineers requirements, US Forest Service requirements, Wyoming Game & Fish requirements, and City policy and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops division guidelines. COMPLEXITY/SCOPE OF WORK The work consists of varied administrative, supervisory, and technical duties. Changing water conditions and regulatory changes contribute to the complexity of the position. The purpose of this position is to supervise the operation of the citys water treatment plants, intake diversion facility, mountain reservoirs and storage dam. Successful performance helps ensure the provision of safe drinking water for the City. CONTACTS Contacts are typically with representatives of state and federal agencies, Water Board members, members of the water rights administration, vendors, suppliers, engineering firms, and the general public. Contacts are typically to give or exchange information, resolve problems, motivate personnel, provide services, and justify, negotiate, or settle matters. PHYSICAL DEMANDS/ WORK ENVIRONMENT The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending or crouching. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell. The work is typically performed in an office, at water treatment facilities, and outdoors, occasionally in cold or inclement weather. The employee may be exposed to machinery with moving parts, contagious or infectious diseases, or irritating chemicals. Wo rk requires the use of protective devices such as masks, goggles, gloves, etc. SUPERVISORY AND MANAGEMENT RESPONSIBILITY This position has direct supervision over Water Treatment Plant Supervisor (1), Water Treatment Plant Operator (7), and Office Assistant (1). MINIMUM QUALIFICATIONS Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of rela ted experience. Possession of or ability to readily obtain a Level IV state -certified license for water treatment. The City of Sheridan is an at -will employer.
