Description
The Broomfield Water Resources team is looking for a Water Resources Administrator. The Water Resources Administrator, working under the general direction of the Water Resources Superintendent, performs professional and technical duties for the protection, development, and administration of the Citys water rights portfolio, and for developing and managing other programs and projects related to Broomfields raw water supply systems.

Salary Range: $80,038.40 -$108,284.80 annually

Essential Required Tasks/Examples of Duties
Assists with raw and reuse water system operations and ensures compliance with the Citys water rights decrees and delivery contracts.
Attends meetings and coordinates activities with other governmental agencies, Northern Colorado Water Conservancy District, Denver Water Board, the state engineers office, and various water districts and ditch companies. Administers City water accounts and assists with the scheduling of daily water deliveries.
Maintains accounting records and coordinates with State Water Resource personnel to determine water rights priorities and exercise raw water diversions, exchanges, and augmentation plans in accordance with relevant decrees. May collect and process data from city-owned flow monitoring equipment, stage recorders, and groundwater monitoring wells.
Assists the Water Resources Superintendent with the protection of Broomfields water rights portfolio by reviewing water court applications that may adversely impact the citys water supplies or operations, and participating in various Water Court proceedings.
Assists with the preparation of water court applications and decrees on behalf of the City for diligence with regard to historic conditional water rights, filing for new water rights, and changing the use of existing water rights.
Supports Dry Creek Valley Ditch Company operations and business activities, including, but not limited to, water deliveries, system maintenance, data collection and record keeping, company finances, and development review.
Assists the Water Resources Superintendent with administering contracts and work products with outside legal counsel, engineering consultants, and contractors. May manage capital improvement projects related to the Citys water supply systems.
Administers the Citys raw water leases, exchanges, purchases, and lease-back agreements. Negotiates water supply contracts and lease agreements with other water entities. Monitors the provisions of those agreements to ensure compliance.
Oversees expenditures from program budgeted funds, and assists in preparation of the divisions annual budget. Ensures staff responsibilities are performed within budget and performs cost control activities such as monitoring expenditures to ensure sound fiscal control.

Experience
Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.
NECESSARY SPECIAL REQUIREMENTS:
Must be 18 years or older. Must possess and maintain a valid drivers license and safe driving record for continued employment. New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: in-person or virtual interviews, reference checks, background checks including local police check and sex-offender registry, and DMV check.
Working Conditions
Work is generally scheduled Monday through Friday with occasional evenings and weekends, on-call duty and working all hours during emergency situations as needed.
Work is performed at City/County work locations with the ability to perform some duties remotely in accordance with Broomfields remote work policy.
Attend meetings as required during evening hours. Some meetings may be virtual or will require in-person attendance.
Physical demands are described as light (exert up to 20 lbs. of force occasionally and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects)
Specific vision abilities required by this job include close vision, distance vision, depth perception, ability to adjust focus, color vision, and peripheral vision
The noise level in the environment is moderate
Tasks may require sitting at a computer for several hours
Travel by automobile is required to attend meetings
Requires indoor and outdoor activities, and work in year-round outdoor weather conditions.
