Job Summary
The purpose of this position is to lead, assist and train the Citys water utilities dispatchers, SCADA system operators, UDF crew, and water production system operators. This is accomplished by scheduling work activities related to dispatchers, UDF crew, and water production field personnel. Other duties include maintaining adequate water storage levels; monitoring water distribution and water quality and interacting with other City employees and the general public.
Essential Job Functions
- Supervises personnel by monitoring work performance; scheduling work assignments; providing input on performance evaluation and making recommendations on hiring and disciplinary actions as needed. Participates on the Supervisor on-call rotation schedule.
- Trains personnel by conducting classes on how to repair production equipment, pumps, system control and data acquisition (SCADA) systems, chemical injection, trains UDF crew on all aspects of the water distribution system, and other parts of the production system; provides instructor training to employees on TCEQ approved training course material resulting in obtaining TCEQ licensing.
- Provides administrative support by scheduling work for dispatchers, operators, UDF crew, and contractors; provides for personnel administration as it relates to policies and procedures and maintains 24 hour dispatch shift operations.
- Monitors water quality by checking chemical feeds; ordering chemicals; assigning crews to flush fire hydrants; monitoring and maintaining regulated residuals in the water distribution and production of systems.
- Monitors and controls system control and data acquisition ( SCADA) by ensuring that crews check the systems by operating door alarms; checking valve operations and tank levels; monitoring graphs historical trends, valve positioning and flow rates.
- Ensures safety by training crews on proper use of equipment including self-contained breathing apparatus, climbing harness, fall arrest, and gas monitors; enforcing safety aspects of handling various chemicals and gases.
- Manages dispatch operations by facilitating the 24 hour dispatch; daily journals, SCADA monitoring, checking out keys; oversees CASSWORKS work order systems; responding to concerns of employees and the general public by using radios and phones and resolving water quality issues, and deploying UDF crew.
- All other duties as assigned by a supervisor/manager within your department/division.
- Regular and consistent attendance and punctuality for the assigned work hours is essential.
Minimum Qualifications
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities may qualify. A typical way to obtain the knowledge, skills and abilities would be:
- Education: Associate's degree or equivalent
- Experience: 2-3 years of related experience.
- Licenses: Valid Class C Texas Drivers License required
- Certifications Required: Class C Water Distribution Certification and Class II Wastewater Collections Certification required. Class B Water Distribution Certification and Class III Wastewater Collections Certification preferred.
